Safety is one of the fundamental rights of the people, as the state has a duty to protect the safety of its citizens. In the field of sports, safety should be a priority for both those who play and those who watch sports, and it should be fundamental and guaranteed. Until now, research, education and legislation on sports safety have focused on athletes and coaches. However, the safety of spectators has received less attention and research. Therefore, the purpose of this study is to explore ways to promote safety awareness among sports spectators in order to create a culture of safety in the sports arena. In order to identify safety-related problems at sports venues and suggest ways to create a safety culture rather than solving them only through institutional or legal aspects, the following findings were made. First, the safety education demands that expanding and increasing accessibility the bounds of place and target so that the entire nation is involved at the sports fields. Second, safety awareness and sensitivity are formed through education, and it is effective to experience them through practical experiences. Third, it is necessary to provide safety information on the location of fire extinguishers and evacuation routes in the stadium through frequent broadcasts and electronic boards to guide sports spectators to take action in case of emergency.

국가가 국민의 안전을 보호해야하는 의무를 가지고 있듯이 안전은 국민에게 기본권 중 하나이다. 스포츠 현장에서 안전은 스포츠를 수행하는 사람, 관람하는 사람에게 모두 우선시 되어야 하며, 이는 기본적이고 보장되어야 한다. 지금까 지 스포츠 안전에 대한 연구와 관련 교육, 법률 등의 연구가 이루어졌고, 연구의 대상은 주로 선수나 지도자에게 초첨이 맞춰져왔다. 그러나 스포츠 관람자인 관중의 안전에 대한 관심과 연구는 미흡한 실정이다. 이에 스포츠 현장의 안전문화 를 조성하기 위하여 스포츠 관람자를 대상으로 안전감수성 함양하는 방안을 모색하는데 목적이 있다. 스포츠 현장의 안전 관련 문제점을 파악하고 제도나 법적인 측면으로만 해결하는 것 보다는 안전문화를 조성하는 방안을 제시하기 위해 다음 과 같은 결과를 도출하였다. 첫째, 안전교육은 스포츠 현장에서 국민 전체가 참여할 수 있도록 장소 및 대상의 범위를 확대 하고 접근성을 높이는 것이 필요하다. 둘째, 안전의식 및 안전감수성은 교육을 통해 형성되며, 실질적인 체험을 통해 경험 하는 것이 효과적이다. 셋째, 경기장 내 소화기 위치와 대피로 등에 대한 안전 정보를 수시로 방송과 전광판을 통해 안내하 여 비상상황 시 스포츠 관람자가 대처할 수 있도록 유도하는 것이 필요하다.
