The use of science and technology and ethical considerations have recently been applied to the field of social welfare, and professional ethics for social welfare workers is emerging as a major task. In order to actively reflect these changes of the times, the ‘Korean Code of Ethics for Social Workers’ was revised in 2023 to strengthen the scientific and technological ethical standards of social workers. This study explored the meaning and limitations of social worker professional ethics for dedicated social workers who provide ICT services, focusing on customized care services for the elderly. In addition, directions for the use of science and technology and the professional development of social workers were proposed. To conduct this research In-depth interviews were conducted with five social workers working in customized care services for the elderly and analyzed using a qualitative case study method. As a result of the study, it was analyzed that 1) “Recognition of the need for training related to the use of ICT care devices and insufficient ethics education system”, 2) “Ethical issues that prevent workers from developing expertise and expanding services related to the use of ICT”, 3) “Ethical issues due to the structure of ICT safety support services that require sacrifices of workers”, 4) “Ethical issues due to personal information protection infringement and absence of alternative services that occur when responding to safety support”, 5) “Providing ICT devices with low technological acceptability to clients It was analyzed as an “ethical problem that arises from its use.”Based on the results of this study, policy and practical approaches and alternatives were presented to improve social welfare expertise related to the use of science and technology.

과학기술의 활용과 윤리적 고려는 최근 사회복지 분야에도 적용되어 사회복지 종사자의 전문가 윤리가 주요 과제로 부상하고 있다. 이에 2023년 ‘한국사회복지사 윤리강령’을 개정하여 사회복지사의 과학기술 윤리기준을 강화하였다. 본 연구는 노인맞춤돌봄서비스를 중심으로, ICT 서비스를 제공하는 전담사회복지 사를 대상으로 사회복지사 전문가 윤리의 의미와 쟁점들을 탐색하였다. 그리고 이에 따른 과학기술 활용과 사회복지사의 전문성 발달 방향성을 제안하였다. 본 연구 수행을 위해 노인맞춤돌봄서비스를 제공하고 있 는 현직 전담사회복지사 5인을 대상으로 심층면담을 실시하였다. 이를 질적사례연구 방법으로 분석하였다. 연구결과, 대범주는 1) “ICT 돌봄 기기 활용 관련 교육 필요성 인식과 윤리교육 체계 미흡”, 2) “종사자의 ICT 활용 관련 전문성 개발 및 서비스 확대를 회피하게 하는 윤리적 쟁점들”, 3) “종사자에게 희생을 요구 하는 ICT 안전지원 서비스 구조로 인한 윤리적 쟁점들”, 4) “안전지원 대응 시 발생하는 개인정보 보호 침해 및 대체서비스 부재로 인한 윤리적 문제들”, 5) “클라이언트에게 기술 수용성이 낮은 ICT 기기를 활용하여 나타나는 윤리적 문제”로 분석되었다. 본 연구 결과를 토대로 과학기술 활용과 관련된 사회복지 전문성 향상을 위한 정책적, 실천적 접근과 대안을 제시하였다.
