The advent of the internet and the rapid development of information technology have facilitated convenience and various benefits in daily life, especially providing the capability for the public to transform from information users to information producers. However, new ethical issues are arising as we face various problems in the cyber space of the information society. Therefore, this study aimed to develop dilemma scenarios based on information society issues to measure the level of information ethics judgment and assist in information ethics education. Adopting the form of existing moral judgment tests, a total of five dilemma scenarios and test items were developed to measure the level of information ethics judgment. The developed dilemma topics include the use of social networking services (SNS), website development, school bus app development, preparation for equivalency exams, and the activities of newspaper journalists. The expert content validity results secured validity only for the SNS utilization scenario, while the website development, equivalency exam preparation, and journalist activity scenarios were revised to propose a total of four dilemma scenarios. The dilemma scenarios suggested in this study require further expert content validity verification and content comprehension verification among middle school students through pilot testing. Additionally, it is necessary to measure the information ethics judgment level of middle school students by applying these scenarios and to conduct comparative studies with other testing tools.

인터넷의 등장과 정보기술의 빠른 발전은 생활의 편리함과 다양한 혜택을 가능하게 해주었으며 특히 대중들이 정보기술을 활용하는 정보 이용자에서 정보 생산자로 변모할 수 있도록 기능을 제공하고 있다. 그러나, 정보사회의 사이버 공간에서 발생하는 다양한 문제들 에 직면하면서 새로운 윤리적 문제가 발생하고 있다. 따라서 본 연구에서는 정보윤리 판단력 수준을 측정할 수 있는 정보사회 이슈 기 반의 딜레마 시나리오를 개발하여 정보윤리 교육에 도움이 되고자 하였다. 기존의 도덕 판단력 검사도구 형태를 차용하여 정보윤리 판 단력 수준을 측정할 수 있는 총 5개의 딜레마 및 검사 문항을 개발하였다. 개발한 딜레마 주제는 SNS 활용, 웹사이트 개발, 스쿨버스 앱 개발, 검정고시 준비, 신문기자의 취재활동 이다. 전문가 내용 타당도 결과 SNS 활용 시나리오만 타당성을 확보하였으며, 웹사이트 개발, 검정고시 준비, 신문기자의 취재활동 시나리오는 수정 사항을 반영하여 총 4개의 딜레마 시나리오를 제안하였다. 본 연구에서 제안한 딜레마 시나리오는 추가적인 전문가 내용 타당도 검증과, 파일럿 테스트를 통한 중등학생들의 내용 이해도를 검증이 필요하다. 또한, 중등학생을 대상으로 적용하여 학생들의 정보윤리 판단력 수준을 측정하고, 다른 검사도구와의 비교 연구가 필요하다.
