This study aimed to develop a competency-based accreditation system for liberal arts courses for the conditions of a small-sized vocational college located in a rural area of Gangwon State. To this end, after reviewing the theoretical background, we developed S University's accreditation system for liberal arts courses through Delphi method with external education experts and internal practitioners. The certification system provides a total of 10 contents, including the definition, objectives, targets, role classification, timing, cycle, procedures, types, judgment types, evaluation materials, and evaluation items of the certification system to suit vocational colleges in the region. In addition, the two-steps evaluation process of basic certification and advanced certification was set up so that the development of curriculum and operational performance could be separated. It also proposed further research and discussion on the competency-based curriculum of vocational colleges.

이 논문은 강원특별자치도의 군 지역에 위치한 소규모 전문대학의 실정에 맞는 역량 기반 교양 교과목 인증체계의 구축과 그에 부합하는 평가지표를 개발하는데 목적을 두고 있다. 이를 위해 대학 자체 교육인증제 관 련 문헌 조사를 실시하였으며, 이후 교외 교육학 전문가와 교내 실무 관계자들의 3차에 걸친 델파이 조사를 통해 S대학의 교양 교과목 인증체계 및 평가지표를 개발하였다. 인증체계는 지역의 소규모 전문대학에 적합하도록 인증 제의 정의, 목표, 대상, 역할 분류, 시기, 주기, 절차, 유형, 판정 종류, 평가자료 및 평가항목의 총 10가지 내용을 제시하였다. 또한 기초 인증과 심화 인증의 2단계 평가 단계를 설정하여 교과목의 개발 영역과 운영 성과 영역을 단계적으로 인증할 수 있도록 하였다. 마지막으로 본 연구를 통해 전문대학의 역량 기반 교양 교과목 인증체계 및 평가지표의 개발과 보급에 대한 이해를 넓히고자 하였으며, 전문대학의 역량 기반 교육과정과 관련한 후속 연구와 논의 사항에 대하여 제안하였다.
