This study aims to examine international political theories that explain various international problems, analyze their ethical issues, and then present alternatives to international ethics that can resolve them. We first look at the key arguments in the major theories of international politics that look at international issues. Next, we analyze the major ethical issues related to various international problems, and reveal that these international problems have limitations that make it difficult to explain them using existing traditional ethical approaches. In order to overcome the limitations of the traditional ethical approach, we propose to use the Moral Competence Test (MCT) newly developed by G. Lind, which evaluates ‘low values low and high values high’. Based on this, we emphasize the need to set new moral standards of international ethics for resolving international problems and to develop a moral education curriculum system.

이 연구는 현재 제기되고 있는 다양한 국제문제를 설명하는 국제정 치이론을 살펴보고 그것의 윤리적 쟁점이 무엇인지를 분석한 후, 이를 해결할 수 있는 국제윤리의 대안을 제시하는 데 목적이 있다. 이를 위 해 먼저 국제문제를 바라보는 국제정치의 주요이론인 현실주의, 이상 주의, 자유주의, 정의전쟁론, 계급갈등론, 구성주의, 기능주의에 대해 핵심 논지들을 살펴본다. 이어서 현대 국제사회에서 대두되고 있는 해 외원조, 국제 분배정의 문제, 난민 문제, 초국가적 위협, 인도적 개입, 국제평화유지활동 등 다양한 국제문제에 대한 주요 윤리적 쟁점들을 분석하고, 이러한 국제적인 문제들이 기존의 전통적인 윤리적 접근으 로 설명하기 어려운 한계가 있음을 밝힌다. 이어 전통적인 윤리접근의 한계를 극복하기 위해 도덕교과교육에서 강조하는 교수학습기법 중의 하나인 도덕판단역량검사도구(MCT: Moral Competence Test)를 활용 할 것을 제안한다. 이를 바탕으로 국제문제 해결을 위한 새로운 국제 윤리의 도덕적 기준을 설정하고 이러한 방법론을 기초로 세계시민의 도덕적 역량을 기르기 위한 도덕교과체계를 발전시켜 나갈 필요가 있음을 강조한다
