Purpose : I will examine consumer protection measures by evaluating the screening standards of financial regulatory sandbox in advanced financial countries such as the UK, Singapore, and Australia. Additionally, I will identify consumer protection issues within Korea's financial regulatory sandbox and propose ways to address them. The purpose of this study is to enhance financial consumer protection within the financial regulatory sandbox system. Research design, data, methodology : Based on previous studies, a literature study was conducted on the financial regulatory sandbox. Results : The financial regulatory sandbox is a system that grants regulatory special treatment by temporarily suspending or exempting the application of licensing and business conduct regulations under the Financial Act for new financial services that offer significant consumer benefits. Conclusions : It is expected that we can contribute to strengthening financial consumer protection by examining consumer protection measures in the financial regulatory sandbox of financially advanced countries and proposing ways to enhance consumer protection in Korea's financial regulatory sandbox.

우리나라는 2019년 금융규제 샌드박스를 전면적으로 도입하면서 그동안 250여 건의 혁신금융 서비스가 지정되었다. 금융규제 샌드박스는 새롭고 소비자편익이 큰 금융서비스에 대해 금융 법상 인허가 및 영업행위 규제 적용을 유예하거나 면제해 주는 규제 특례를 부여하는 제도이 다. 이러한 제도 도입으로 혁신적인 금융서비스 출현이 가능하게 되었다는 점에서 긍정적인 측면이 있으나 이러한 혁신금융서비스 지정 및 실현 과정에서 금융소비자보호가 제대로 이루 어지지 못하는 부정적인 효과가 발생할 수 있다. 혁신금융서비스가 시행되면서 금융소비자피해가 발생할 가능성이 제기되는 만큼 금융규제 샌 드박스에서 혁신금융서비스 지정시 금융소비자보호 방안이 적절히 마련되어 있는지 검토해 볼 필요가 있다. 이에 본 연구에서는 영국, 싱가포르, 호주 등 금융선진국의 금융규제 샌드박스의 심사기준을 통한 소비자보호 방안을 검토해 보고 우리나라 금융규제 샌드박스에서 소비자보호를 강화하 기 위한 시사점을 제시하였다.
