The current autonomous police system is a single-tier system that was introduced with the main purpose of democratic control of the police and checks and balances on the power of the national police. However, it has been revealed that there are problems such as the fundamental limitations of autonomous police at the metropolitan level, the difficulty of providing customized police services tailored to local conditions, the decrease in responsiveness to local residents' demands and local police needs, the absence of an independent autonomous police organization, formal exercise of personnel authority, and limitations on budget support from local governments. The Yoon Suk-yeol administration has selected the strengthening of autonomous police authority and the introduction of a dual police system as a national agenda, and is promoting the strengthening of autonomous police authority through a dual police system. In this context, this study analyzes, evaluates, and presents the limitations of the current single-tier autonomous police system. Based on the theory of the development stages of autonomous police systems, it examines the evolution of the autonomous police system in Korea and explores the introduction plan of the dual police system. Accordingly, it proposes a model of the dual police system for the Korean police.

현행 자치경찰제는 수사권 조정으로 확대된 국가경찰의 권한을 축소하고, 분권화를 추진한다 는 취지로 도입된 일원화 자치경찰제도이다. 그러나 이와 같은 취지를 살리지 못하는 한계가 노 정되고 있다. 즉, 광역단위 자치경찰제체로 말미암아 지역 실정에 맞는 맞춤형 치안서비스 제공의 곤란, 지역 주민의 요구와 지역치안 수요에 대한 대응성 저하, 독자적인 자치경찰 조직의 부재, 형식적인 인사권 행사, 지방자치단체의 예산 지원상 한계 등 문제점이 있다. 윤석열 정부는 자치 경찰권의 강화와 이원화 경찰제도의 도입을 국정과제로 선정하고, 이원화 경찰체제를 통한 자치경 찰권의 강화를 추진하고 있다. 이러한 맥락에 본 연구는 현행 일원화 자치경찰제의 주요 내용을 분석, 평가하고, 한계를 살펴본 다. 그리고 한국 자치경찰제의 변천 과정을 분석한다. 자치경찰제의 발전단계론에 따르면, 국가경 찰 중심의 일원화 자치경찰체제에서 이원화 자치경찰제를 거쳐, 자치경찰 중심의 경찰체제 그리고 완전한 자치경찰제도로 고도화한다는 것이다. 이러한 단계 모형에 입각하여, 향후 한국 경찰의 이 원화 자치경찰제 모형을 제안한다.
