The purpose of this study is to investigate the cultivation and appointment system of music teachers based on the implications of the NCS(National Competency Standards) system. After examining and reviewing the cultivation and appointment system of music teachers as well as the NCS system, the study used the findings to get implications from the NCS system and discuss the cultivation and appointment system of music teachers. The major content of the research is as follows: ① NCS system should meet these requirements: first, various subjects should work together to participate in the field consultation process and find out what is needed in the field; second, the competencies required from workers in the field should be identified, systemized, and standardized at the national level; third, jobs should be classified in the industrial field to set the unit of competency; and fourth, the unit of competency should be organized in a practical and specific manner. ② The cultivation and appointment system of music teachers should examine the qualification of high quality music teachers(first, desirable character and humanity; second, expertise in music, musical abilities, and teaching abilities; and third, professionalism as teachers) and look into whether the current system is capable of producing high quality music teachers. ③ The findings offered analysis results and alternatives for "music performance competence" and "professionalism of qualification," two major keywords in the cultivation and appointment system of music teachers. The ultimate goal here is to search for plans to cultivate and appoint high quality music teachers. The study also proposed that researchers in related fields should take interest and devise multi-sided plans so that pre-service teachers studying at a teacher training institution would make full preparations and grow into high quality music teachers within the system.

이 연구의 목적은 NCS 체제에서 시사를 얻어 음악과 교원 양성 및 임용 체제를 고찰하는데 있다. 연구의 구조는 NCS 체제와 음악과 교원 양성 및 임용 체제를 각각 고찰ㆍ상고하고, 연구결 과로 NCS 체제에서 시사를 얻어 음악과 교원 양성 및 임용 체제에 대해 논의한다. 주요 내용은 다음과 같다. ①NCS 체제는 첫째, 다양한 주체가 현장 협의 과정에 참여하여 현장에 필요한 것이 무엇인지에 대해 함께 인지한다. 둘째, 현장에서 근로자에게 요구되는 능력을 국가 차원에서 도 출하여 체계화ㆍ표준화한다. 셋째, 산업현장의 직무를 분류하여 능력단위를 설정한다. 넷째, 능력 단위의 구성은 실질적이며 구체적이다. ②음악과 교원 양성 및 임용 체제에서는 양질의 음악과 교원이 갖추어야 할 자격(첫째, 바람직한 인격, 인간성, 둘째, 음악에 대한 전문적 지식, 음악적 능력, 교수 능력, 셋째, 교사로서의 전문성)에 대해 고찰하고, 현행 체제가 양질의 음악과 교원을 양성할 수 있는 체제인지에 대해 상고한다. ③연구결과에서는 음악과 교원 양성 및 임용 체제에 서 주요 키워드인 ‘음악실기 역량’과 ‘자격의 전문성’에 대한 분석과 대안을 제시한다. 결국 양질 의 음악과 교원 양성 및 임용 방안을 모색하자는 것이다. 아울러 관련분야의 연구자들이 관심을 갖고 교원양성기관의 학생인 예비교사가 제도권 안에서 양질의 음악과 교원으로서 충분히 준비 하고 성장할 수 있도록 다각도의 방안을 마련할 것을 권고한다.
