ISIS and al-Qaeda, Islamic extremist terrorist groups, have greatly reduced their capabilities due to the COVID-19 pandemic and the successive deaths of key figures due to the strengthening of U.S.-led counter-terrorism activities, but they are using the Internet and SNS to target Muslims living in the West with the message ‘Lone-Wolf’ homegrown terrorism continues to be encouraged. Under these circumstances, the multicultural society is accelerating due to the continued influx of immigrants such as foreign workers, marriage immigrants, and North Korean defectors, and the number of socially disadvantaged groups is increasing due to the economic recession, leading to complaints, dissatisfaction, hostility, and anger due to discrimination and prejudice. The possibility of causing homegrown terrorism targeting multi-use facilities or unspecified people is gradually increasing. Therefore, in this study, anti-social people who become reclusive loners due to discrimination and alienation, sympathize with or assimilate to extremist terrorist groups through the Internet or social media, or commit violence against an unspecified number of people in combination with distorted political and religious beliefs. We attempted to conduct intensive research on the possibility of homegrown terrorism caused by abnormal psychology through overseas cases and suggest policy and institutional response measures. Research results show that for prevention, First, the policies for inclusion and integration for immigrants and the socially disadvantaged must be established. It should be strengthened to eliminate factors of alienation and dissatisfaction. Second, signs of terrorism must be detected and blocked early through support and systematic management of reclusive loners who are the subject of ‘lone wolf-type homegrown terrorism.’ Third, we need to reorganize and strengthen all-round institutional and legal response systems to prevent various homegrown terrorism, including homegrown terrorism caused by abnormal psychology.

이슬람 극단주의 테러단체인 ISIS와 알카에다는 코로나19 팬데믹 및 미국 주도의 대테 러활동 강화에 따른 연이은 수괴 사망 등으로 역량이 대폭 위축되었으나 인터넷이나 SNS 등을 활용하여 서구권 거주 무슬림 등을 대상으로 자생테러를 독려하고 있다. 이러한 상황에서, 외국인 노동자, 결혼이민자 및 북한이탈주민 등 이주민들의 지속 유입 으로 다문화사회가 가속화 되고 있고 경기침체 등에 따른 사회적 약자가 증가하여 이들이 차별 및 편견 등으로 인한 불평, 불만 및 적대감, 분노를 표출하는 방식으로 다중이용시설 이나 불특정 다수를 대상으로 자생테러를 일으킬 가능성이 점차 높아지고 있다. 따라서 이 연구에서는 차별과 소외감 등으로 인해 스스로 은둔형 외톨이가 되어 극단주 의 테러단체에 동조·동화되거나 왜곡된 정치적·종교적 신념과 결합하여 불특정 다수에 대 해 폭력을 가하는 반사회적 이상심리에 의한 자생테러 발생 가능성에 대해 해외사례를 통 해 집중적으로 연구하고 정책적·제도적인 대응방안을 제시하였다. 연구결과, 첫째, 이주민 및 사회적 약자층에 대한 포용, 통합 정책을 강화하여 소외 및 불만 요인을 제거하고, 둘째, ‘외로운 늑대형 자생테러’의 주체인 은둔형 외톨이들에 대한 지원 및 체계적 관리를 통해 테러 징후를 조기 포착, 차단하며, 셋째, 이상심리에 의한 자생 테러를 비롯한 다양한 자생테러를 예방하기 위해 전방위적인 제도적·법적인 대응체제를 강화해 나가야 할 것이다.
