This study examined the financial aspects of the sustainability of subway services in South Korea. It particularly focused on the alternatives of the free travel scheme for the elderly, that holds characteristics of public and welfare nature, to consider financial soundness of subway services. To accomplish this, an analysis of the financial status of subway services operating corporations was conducted. Additionally, we estimated the potential financial improvement effects by introducing three fare schemes: discounted fares, fixed term travel passes, free travel limit on peak-hours. Based on these analyses, implications for the operation of the free travel scheme for the elderly were derived, considering financial stability and public interest. Specifically, the proposal suggests granting autonomy to implement the most suitable fare scheme based on regional characteristics, demands and the financial conditions of subway service operating corporations, rather than applying the same free travel scheme uniformly across all regions.

본 연구는 재무적 관점에서 도시철도 서비스의 지속가능성을 검토하였다. 특히 도시철도 무임수송 제도 중 공공성과 복지서비스의 특성을 지니고 있는 경로(敬⽼) 무임수송 제도와 관련하여, 도시철도 서비스의 재정적 건전성을 고려할 수 있는 대안을 모색하고자 하였다. 이를 위해 도시철도공사의 재무 적 현황을 분석하고, 국외 사례를 참고하여 요금할인제도, 정액정기권 제도, 무임제외시간 설정 제도를 도입할 경우의 재무개선 효과를 추정하였다. 이러한 분석 결과를 바탕으로 무임수송제도 운영의 시사 점을 재무건전성과 공익성 측면에서 도출하였다. 구체적으로, 단일 무임수송 요금제도를 전 지역에 동 일하게 적용하기보다는 지역의 특성과 정책수요, 그리고 기관의 여건을 고려하여 가장 적합한 제도를 도입할 수 있도록 자율권 부여가 필요하다는 점을 제안하였다.
