(Purpose) The purpose of this study is to analyze the impact of the influx of foreign workers and immigrants on the economic growth of a region in terms of industry structure, to identify economic changes in the region, and to make practical contributions to related policy directions. (Research methods) This study uses panel analysis to overcome the limitations of conventional cross-sectional or time series analysis. In addition, to control for omitted variables, we utilize appropriate analysis models by selecting fixed-effect and random-effect models in consideration of the nature and form of the error term. (Findings) The results show that the inflow of foreigners to the region has a positive impact on the quantitative and qualitative economic growth, especially with respect to the growth of basic industries. However, due to regional differences, it is found that endogenous and exogenous economic growth factors have a limited impact in the study region, especially in terms of the proportion of employment in basic industries, which is lower than in the comparison region. (Conclusion and recommendations) This study draws implications for foreign immigration policies in non-metropolitan statutory depopulated areas and contributes to future multicultural worker policies and the expansion and development of related theories. In particular, there is a need to develop and operate educational programs for foreigners and immigrants, and to consider expanding support linked to the industries where they are mainly employed to promote local economic revitalization.

(연구목적) 외국인 주민의 유입이 지역의 경제성장에 미치는 영향을 산업 구조적 측면으로 분석하여, 지역의 경 제적 변화를 규명하고 관련 정책방향에 실천적 이바지를 하는 것이다. (연구방법) 본 연구에서는 패널 분석을 사용함으로써 기존 횡단면 혹은 시계열 분석의 한계를 극복한다. 또한 누 락된 변수를 제어하기 위해 강건성 분석을 적용한 고정효과 모형을 선택함으로써 적합한 분석 모형을 활용한다. (연구결과) 외국인들의 지역 유입은 양적 및 질적 경제성장에 긍정적인 영향을 미치며, 특히 기반 산업의 성장과 관련하여 뚜렷한 긍정적 영향을 나타낸다. 그러나 지역 간 차이가 있어서 연구지역에서는 내･외생적 경제성장 요인이 제한적으로 작용하며, 특히 기반 산업 고용 비율 측면에서 비교지역에 비해 영향이 낮다는 결과가 확인되 었다. (결론 및 제언) 본 연구는 비수도권 법정 인구감소 지역들을 중심으로 외국인 유입정책의 함의를 도출하며, 미래 의 다문화 노동자 정책 모색과 관련 이론의 확장과 발전에 이바지한다. 특히나, 외국인 주민을 대상으로 교육프 로그램을 개발하고 운영해야 할 필요성이 있으며, 이들이 주로 고용되는 산업과 연계된 지원을 확대하여 지역경 제 활성화를 촉진하는 방안을 고려해야 한다.
