The purpose of this study was to propose a plan to revitalize the operation of the military specialty high school project through a literature survey and empirical analysis of one military specialty high school in order to overcome the manpower crisis of military noncommissioned officers. The results of the study are as follows. First, in conjunction with the national defense manpower policy, the military specialization and operation project should be continuously promoted. Second, it should develop cooperative governance with local governments, education offices, and local communities, and expand student recruitment across the country. Third, it is necessary to design the evaluation items related to the achievement of the objectives of the military specialization high school operation project in detail from planning to program operation, and evaluate whether the purpose of training military technical personnel is being achieved. Fourth, it is necessary to establish a strategy for attracting and promoting new students, and strengthen student life guidance and career counseling. Fifth, it is necessary to reorganize the military specialization department and add a curriculum and establish a dedicated team.

병역자원 감소에 따른 군 간부의 절대적 지원자 수 감소, 급여인상 등 병사 처우개선에 따른 부사관의 인력부족이 심각하다. 이에 따라 부사관의 인력위기 타개를 위한 현실적인 대안이 요구된다. 이에 본 연구의 목적은 군 부사관 인력위기 극복을 위해 문헌조사와 군특성화고 1개 학교를 대상으로 실증분석을 통해 군 특성화고 사업운영 활성화 방안을 제시하였다. 연구결과는 다음과 같다. 첫째, 국방인력 정책과 연계하여 군 특성화고 운영사업이 지속적으로 추진되어야 한다. 둘째, 지방자치단체, 교육청, 지역사회와 의 협력 거버넌스로 발전해야 하며, 학생 모집을 전국으로 확대해야 한다. 셋째, 군특성화고 운영사업 목적 달성 관련 평가항목을 계획부터 프로그램 운영까지 세밀하게 설계하고 군 기술인력 양성목적을 달성하고 있는지를 평가해야 한다. 넷째, 신입생 유치 및 홍보전략을 수립하고 학생 생활지도와 진로상담 을 강화해야 한다. 다섯째, 군 특성화고 학과개편 및 교육과정을 추가하고 전담팀을 편성 운영해야 한다.
