This study analyzed the institutional dynamics of Swedish migrant workers. The rationale was the type of culture presented by Berry, Castle and Mark, and Borevi. In common, they saw that migrant workers have various aspects such as assimilationism, integration(multiculturalism), and exclusion of discrimination depending on the system of the migrant country. In addition, the core of the system can be divided into rights and duty, and if the nature of the system emphasizes rights over obligations, integration or multiculturalism is strong, and the basic policy here is social rights. If duty takes precedence over right, it can go strong in the aspect of assimilation. The cooperation between the center-right regime, which came to power in 2022, and the far-right Swedish Democratic Party brought about a change in migrant policy. The representative part was the Alien Act. The Alien Act has a basic legal character that regulates Swedish immigrants. It was revised in 2022 and will take effect in 2023. The revised Alien Act emphasizes obligations over rights and foreshadows a shift from the existing integrated policy to a assimilation policy.

본 연구는 베리(Berry), 세인즈베리(Sainsbury), 보레비(Borevi), 마샬(TH Marshall) 의 논의를 토대로 이주민에 대한 이론적 관점을 정치적 성향에 따라 동화주의와 통합주의로 유형화하였다. 보수주의 성향일수록 동화주의로 그리고 진보주의 성 향일수록 통합주의 성격을 지향하는 경향이 강하다. 그리고 제도의 핵심은 권리 성(right)과 의무성(duty)으로 나눌 수 있는데 제도의 성격이 의무보다 권리를 강 조할 경우 통합이나 다문화주의의 성격이 강하며, 기본 정책은 사회권의 강화로 나타난다. 의무성(duty)이 권리성(right)보다 우선시 될 경우 동화주의 양상으로 강하게 갈 수 있다. 이 틀을 토대로 스웨덴의 이주민 정책을 분석하였다. 극우정 당은 반이민 정서를 강하게 표현하는 정치적 정당으로 이주민에 대해서 권리보 다는 의무를 강하게 요구한다. 따라서 극우정당이 부상할 수록 한 나라의 정책 방향이 동화주의로 귀결될 수 있다. 이런 양상은 스웨덴에서도 볼 수 있었다. 2022년에 집권한 중도우파정권과 극우정당인 스웨덴 민주당이 협력하면서 이주 민 정책의 변화를 가져왔다. 그 대표적인 부분이 ｢외국인 법｣이었다. ｢외국인 법｣ 은 스웨덴 이주민을 규정한 기본법적 성격을 가지고 있다. 2022년에 개정되었으 며 2023년부터 효력이 발생한다. 개정된 ｢외국인 법｣의 성격은 권리보다 의무를 강조하고 있으며, 기존의 통합정책에서 동화정책으로의 전환을 예고하고 있다.
