The purpose of this study is to examine ways to discover elite athletes through the revitalization of sports for all through the analysis and examples of the current status of sports for all, and to establish an institutional basis for the establishment of related laws and local government ordinances. Big data analysis, individual in-depth interviews, and opinions of the Gyeonggi-do Sports Council were investigated, and a plan to discover elite athletes through activation of sports for all was derived through advice collected through the expert group discussion process. The results are as follows. First, the establishment of a social cooperative for the revitalization of sports for all and the balanced development of elite sports, second, support for the promotion of elementary, middle, and high school club profits to foster elite athletes by converting them to affiliated organizations, and third, efficient operation and support of sports facilities to revitalize sports for all, fourth, Gyeonggi-do's own sports slogan campaign, fifth, establishment of a management system through an integrated pool and application of sports facilities in Gyeonggi-do. 이 연구는 생활체육과 엘리트체육의 현황 분석과 사례를 통하여 생활체육 활성화를 통한 엘리트 선수 발굴에 관한 방안을 살펴보고, 관련 법 마련 및 지자체 조례 제정을 위한 제도적 근거를 마련하고자 하는데 목적이 있다. 이를 위해 빅 데이터 분석과 개별 심층면접 그리고 경기도체육회 의견 등을 조사하였으며, 전문가 집단 토론 과정을 거쳐 수집된 자문을 통해 생활체육 활성화를 통한 엘리트 선수 발굴 방안을 도출하였다. 그 결과는 다음과 같다. 첫째, 생활체육의 활성화와 엘리트체육의 균형적 발전을 위한 사회적 협동조합 신설, 둘째, 가맹단체 법인 전환으로 엘리트 선수 육성을 위한 초, 중, 고, 클럽 수익금 지원, 셋째, 생활체육활성화를 위한 체육시설의 효율적인 운영과 지원, 넷째, 경기도만의 스포츠 슬로건 캠페인, 다섯째, 경기도 체육시설 통합 풀과 어플을 통한 관리체계 확립. 여섯째, 가이드라인의 구체화 등으로 나타났다.
