With the widespread application of ICT, the role of smart cities has gained attention as a pathway to achieving urban sustainability, a paramount objective of cities. In response, the concept of a ‘sustainable smart city’ has emerged as an alternative approach. However, due to raised concerns about the sustainability of smart cities (particularly, environmental protection), further discussion regarding the sustainability elements within the concept of a sustainable smart city has become required. Hence, this study conducted content analysis to examine sustainability elements across domains (economy, society, environment, governance, and infrastructure) within 17 research reports on sustainable smart cities. Additionally, the study employed a case analysis of a local government’s smart city plan (Seoul), focusing on whether the plan actually addresses the sustainability elements through its projects. The findings show that the element related to improving the quality of life, a shared objective in numerous city models, was primarily addressed within the social domain of sustainable smart cities. Also, the element of enhancing urban competitiveness found its focus within the economic domain, utilizing smart technologies to facilitate sustainability. Moreover, The elements of the infrastructure domain encompassed the provision of essential services, the establishment of an integrated platform, and the reconfiguration of spatial structures, were identified as offering a physical and systemic basis for the remaining four domains, empowered by smart technologies.

최근 도시의 주요 목표인 지속가능성을 실현하기 위한 수단으로서 ICT 기반의 스마트도시의 역할이 강조되고 있으며, 이를 위한 대안으로 지속가능한 스마트도시 개념이 제시되고 있다. 하지만 환경 보호 등 스마트도시가 초래할 수 있는 지속불가능성에 대한 비판이 제기됨에 따라, 지속가능한 스마트도시 개념에서 다뤄지는 지속가능성 요소에 대한 추가적인 논의가 필요한 실정이다. 이에, 본 연구는 내용분석을 사용하여 지속가능한 스마트도시를 다룬 국내 연구보고서(17편)를 대상으로 적용 분야별(경제, 사회, 환경, 거버넌스, 인프라) 지속가능성 요소를 분석하고, 이를 바탕으로 지자체(서울시) 사례분석을 통해 스마트도시 계획에 나타난 추진과제를 중심으로 지속가능성 요소의 반영 여부와 내용을 분석하였다. 분석결과, 지속가능성 요소와 관련하여 대부분의 도시모형에서 공통적인 목표로 나타나는 삶의 질 향상은 지속가능한 스마트도시에서는 사회 분야를 중심으로 다뤄지고 있으며, 도시경쟁력의 강화는 경제 분야에서 스마트 기술을 통한 지속가능성 제고를 중심으로 적용되고 있는 것으로 나타났다. 또한, 인프라 분야의 지속가능성 요소는 기초서비스 제공, 통합플랫폼 구축, 공간구조 변화로, 스마트 기술을 바탕으로 나머지 네 분야의 지속가능성 요소의 실현을 위한 물리적, 시스템적 기반을 제공하는 것으로 나타났다
