Based on the premise that the state-led institutionalization of the democratization movement, despite its achievements, has clear limitations, this study aims to indicate the need of regionalization of democratization commemorations as a way to overcome the paradox of national commemorations. The results of reviewing national and local commemoration projects reveals that the achievements of state-led institutionalization has caused the problems that certain places and certain events are given representation and superiority in the politics of memory, leading to the monopolization of memory and the marginalization of localities. This paper insists that regionalization of memory could be a proper solution to solve this problem. In this regard, this study provides directions and tasks for the localization of the democratization movement on the basis of an empirical analysis of local people's understanding and evaluation of the democratization movement, focusing on the case of Jeonbuk.

이 연구는 국가 주도의 민주화운동 제도화가 성과에도 불구하고 한계 역시 분명하다는 전 제 아래, 국가적 기념사업의 역설을 극복하는 방안으로 민주화운동 기념사업의 지역화가 필요 함을 보여주는 데 목적이 있다. 국가 및 지자체의 기념사업을 살펴본 결과, 국가 주도의 제도 화라는 성과의 이면에는 특정 장소와 특정 사건이 대표성과 우월성을 부여받음으로써 기억의 정치에서 기억이 독점화되고, 지역이 주변화되는 경향이 나타났다. 기억의 지역화가 이를 극복 하는 하나의 방안이 될 수 있다는 것이 이 연구의 주장이다. 이와 관련하여 본 연구에서는 전 북 사례를 중심으로, 민주화운동에 대한 지역주민의 이해와 평가를 분석하고 민주화운동 기념 사업의 지역화에 대한 방향과 과제를 제안하였다.
