During the Yuan Dynasty, China’s foreign trade flourished, and the Yuan-Koryo trade held an important position. Quanzhou was the most important foreign trade port of the Yuan Dynasty. A large number of Quanzhou merchants went to Koryo for business, and merchants from Koryo also crossed the sea to trade in Quanzhou. In order to better manage foreign trade, the Yuan Dynasty government established the Shibosi(市舶 司) in Quanzhou, enriching and developing the shipping management institutions on the basis of the previous dynasties. On the other hand, a relatively sound legal and regulatory system for foreign trade has been established through the promulgation of two “Shibo Law”(市舶则法). We believe that the prosperity of Yuan-Koryo trade was an important reason for the establishment of Shibosi in Quanzhou and Quanzhou becoming the most important foreign trade port during the Yuan Dynasty. The history of Shibosi in Quanzhou reflected the intention of the Song and Yuan dynasties to balance the structure of foreign trade.
