The importance of technological collaboration by local small and medium sized enterprises(SMEs) has been emphasized to overcome regional low-growth. Although government support is provided through industry-academia-government cooperation projects, there is a lack of research on the actual form of cooperation within and outside the region. Therefore, this study sets two research questions and examines these perspectives in order to clarify the impact of geographical proximity on SMEs technological collaboration. First, we focus on the inside of the region to determine whether SMEs partnerships are more likely to occur internally due to geographic proximity. Second, we focus on the outside of the region to analyze the current status of SMEs partnerships with other regions. This study conducted a network analysis using data on cooperative national R&D projects of SMEs from 2015 to 2020. The result shows that the proportion of collaborations outside the region is higher than the proportion of collaborations within the region, and the network of collaborations with outside regions is diverse regardless of distance. These results suggest that there is a need to build a wide-area collaborative ecosystem across regions to promote SMEs technology collaboration.

인구 감소에 따른 지방의 위기 의식과 새로운 성장동력을 찾기 위한 노력의 일환으로 지역에 소재한 중소기업의 기술 혁신 활동에 관심이 높아졌다. 정부는 지역 중소기업의 혁신역량을 강화하기 위하여 지리적으로 인접한 대학 등 공공연구기관과 기술 협력을 지속적으로 강조하 여 왔으나 실제 기술협력이 어떻게 이루어지고 있는지에 대한 연구는 부족했다. 본 연구에서는 중소기업의 기술협력에 지리적 근접성이 미치 는 영향을 분석하였다. 구체적으로 두 가지 연구문제에 대한 분석을 수행하였는데 첫째, 중소기업의 기술협력은 지역 외부보다 지역 내부에서 더 많이 이루어지는지를 거리행렬의 상관관계 분석과 E-I Index를 통해 검증하였다. 둘째, 중소기업의 기술협력 관계는 특정 지역과 주로 이루 어지는지 아니면 다양한 지역과 이루어지는지에 대해 Simpson의 다양성 지수를 활용하여 분석하였다. 분석 자료는 2015년부터 2020년까지 국가연구개발사업 중 중소기업이 참여한 협력과제 전수(56,950건, 26,677개사)를 대상으로 하였다. 분석 결과, 중소기업의 기술 협력파트너는 지역 내부 보다 지역 외부와의 협력 비중이 높으며, 특정 지역 보다는 다양한 지역과 협력하는 것으로 나타났다. 이러한 결과는 중소기업의 기 술협력 지원이 지리적 근접성 위주로 이루어지기보다는 초광역적 협력 생태계로 접근할 필요가 있음을 제시한다.
