The Autonomous Police System is a system in which the police perform public security tasks independently of the national police and it is under the authority and responsibility of the local government system. The autonomous police system has different operational forms such as organizational structure, manpower organization, and budget depending on the police history of each country. In Korea, since entering the era of local autonomy, political circles and local governments have been constantly requesting the police and political circles through police reform committee members to convert into autonomous police based on local government affiliation. Accordingly, Korea is also starting to implement an autonomous police system, but unlike the original meaning of responding to the needs of local residents for security service, the autonomous police introduction model in Korea has changed with the change of government, and the local government faced the reality of lack of budget and manpower. In the end, the Autonomous Police Committee was established under the umbrella of the local government, and the centralized autonomous police system was maintained without independent manpower, organizational structure, and tasks to manage. This study aims to compare and analyze the organization structure and work of the autonomous police in the United States, the United Kingdom, Japan, France, and Germany, which have already implemented the autonomous police system, and identify the implications to seek a realistic direction for the introduction of autonomous police.

자치경찰제는 경찰이 지방자치단제의 권한과 책임 하에서 지역주민을 대상으로 치 안업무를 국가경찰로부터 독립적으로 수행하는 제도이다. 자치경찰제는 미국, 영국, 일 본, 독일, 프랑스등 각국의 경찰의 역사에 따라 조직구조 인력편제, 예산등의 운영 형 태는 상이하나 시민들의 요구를 보다 적극적으로 수용한다는 점에서 공통점을 발견할 수 있다. 한국에서도 지방자치 시대를 맞이한 이후 정치권과 자치단체에서 끊임없이 자치단체 소속을 기반으로 한 자치경찰로의 전환을 경찰개혁위원 등을 통해 경찰과 정치권에 요청해 오고 있다. 이에 한국에서도자치경찰제 시행을 시작하고있으나지역 주민의 치안서비스의요구에 부응한다는 본래적 의미와는 다르게 한국에서의 자치경찰 도입모델은정권교체에 따라 변화해왔고지자체의 예산, 인력의 부족이라는 현실부딪 혔다. 결국 자치경찰위원회의를 자치단체 산하에 설립하고 국가경찰 업무를 관리,감독 하는 독립된 인력과 조직구조, 업무가 없는 집권형 자치경찰체제를 유지하게 되었다. 본 연구는 이미 자치경찰제를 시행해 오고 있는 미국, 영국, 일본, 프랑스, 독일을 자치 경찰 조직구조와 업무를 비교 분석하고 시사점을 파악하여 자치경찰 도입에 현실적 방 향을 모색해보는데 의의를 두고자 한다.
