Globally, the use of harmful drugs such as narcotics is causing various health, medical and social problems. In addition, drug administration and trade in public places disrupt social order and recruit underprivileged people and teenagers to use or sell drugs, amplifying anxiety among the general public. Criminal justice agencies are attempting formal and diverse approaches to the drug problem, but the inefficiency of such interventions and various obstacles have exacerbated the drug problem. We also had a serious problem with harmful drugs such as drugs, reaching an all-time high of 18,395 in 2022. In particular, the number of juvenile drug offenders is increasing rapidly, causing major social problems. Prevention education and treatment rehabilitation for misuse of drugs are becoming very important in a situation where the aging of drug users and the rate of recidivism are increasing. Currently, punishment-oriented policies for drug crimes are inefficient and have a high recidivism rate. In that case, the future direction of dealing with narcotics is treatment, rehabilitation and prevention. In response, this study reviewed specific measures against narcotics in major developed countries and suggested the establishment of a community-centered rehabilitation and prevention integration (specialized) institution.

전 세계적으로 마약류 등 유해약물은 다양한 보건 및 의료·사회적 문제를 발생시키고 있 다. 공공장소에서의 마약 투약 및 거래는 사회질서를 어지럽히며, 소외계층 및 청소년을 마 약 사용 또는 판매에 모집하게 하고 일반 대중에게 불안감을 증폭시키고 있다. 형사사법기관 은 마약문제에 대해 공식적이며 다양한 방법을 시도하였지만 그러한 개입의 비효율성 및 여 러 장해요인으로 마약문제는 심각해지고 있다. 우리 또한 마약류 등 유해약물 문제는 심각하여 2022년 18,395명으로 역대 최고치를 기록 하였다. 특히 청소년 마약류 사범의 경우 급격히 증가하여 사회적으로 큰 문제를 야기하고 있다. 이러한 마약류 사용자의 저연령화 및 재범율의 증가상황에서의 마약류 오남용에 대한 예방교육과 치료재활은 매우 중요해지고 있다. 현재 마약류 범죄에 대한 처벌위주의 정책은 비효율적이며 높은 재범율을 보이고 있다. 그 렇다면 앞으로 마약류 대응방향은 치료·재활 및 예방이라 할 수 있다. 이에 본 연구는 구체 적인 주요 선진국의 마약류 대책을 검토하며 우리나라 마약류 대책 현황과 향후 마약류에 대 한 사회적 대응방향으로 첫째, 마약류 중독의 다양성 파악과 관련 연구·교육 추진, 둘째, 중 독원인 탐색을 통한 대책의 개별화 추진, 셋째, 마약류 중독자의 사회 복귀를 위한 새로운 가 이드라인 작성, 넷째, 지역사회 중심의 재활 및 예방 강화, 다섯째, 마약류 중독 예방을 위한 통합(전문)기관 설치를 제시하였다.
