The purpose of this study is to examine the concept of sports refereeing and the code of ethics of referees by examining various cases in Korea and abroad. To this end, this study applied the literature review method to conduct a comparative analysis of cases, and collected and analyzed previous studies based on dictionary definitions to draw conclusions. In order to establish the concept of sports refereeing, preliminary and definitional concepts and propose a code of ethics for referees were examined and implications were drawn from domestic and international cases. For domestic cases, the study analyzed the codes of ethics of sports referees, including the Code of Ethics for Athletes of the Korean Sport & Olympic Committee, and for overseas cases, the study compared and analyzed the codes of ethics for sports referees in Japan, England, and the United States. As a result of the analysis, the codes of ethics were divided into three main categories: first, the ethical aspects of individual referees, second, the aspects of game operation, and third, the provisions for maintaining relationships with sports organizations. Based on the results of the analysis, this study proposed a draft code of ethics for sports referees with a total of 10 items, reflecting the referee's values, professionalism and fairness, familiarity with the rules, respect and consideration, management of a safe playing environment, non-discrimination, and relationship with the association. The significance of this study is that it establishes the concept of sports refereeing as a profession and proposes a code of ethics for sports referees by examining the existing lack of one.

본 연구는 국내외 다양한 사례들을 고찰하여 스포츠심판의 개념 정립과 심판윤리강령을 고찰하는 데에 목적이 있다. 이를 위해 본 연구는 문헌고찰 연구 방법을 적용하여 사례 비교분석을 하였고, 사전적 정의를 토대로 선행연구를 수집·분석하여 결론을 도출하였다. 스포츠심판 개념 정립을 위해 사전적·정의적 개념을 그리고 심판윤리강령(안)을 제안하기 위해 국내외 사례로서 심판윤리강령을 살펴보고 시사점을 도출하였다. 국내 사례로는 대한체육회의 체육인 윤리강령을 포함하여 종목단체의 윤리강령을 분석하였고, 해외 사례의 경우, 일본, 잉글랜드, 미국의 스포츠심판 윤리강령 을 비교하여 분석하였다. 분석 결과 윤리강령을 크게 세 가지로 나눌 수 있었는데, 첫째로는 심판 개인의 윤리적 측면에 관한 조항, 둘째로는 경기 운영 측면의 조항, 셋째로는 종목단체와의 관계 유지 조항이었다. 분석 결과를 바탕으로 본 연구는 스포츠심판 윤리강령(안)을 총 10개의 항목으로 제안하였고, 여기에는 심판의 가치, 전문성과 공정성, 규정 숙지, 존중과 배려, 안전한 경기 환경 관리, 차별 금지, 협회와의 관계 등을 반영하였다. 본 연구는 전문직으로서의 심판의 개념을 정립하고 기존에 부재하였던 스포츠심판의 윤리강령을 고찰하여 그 기준안을 제안하였다는 측면에서 연구의 의의가 있다.
