The private qualification registration system in Korea was introduced in 2007, and private qualification management agencies must register for qualification operation. The purpose of introducing this private qualification registration system was to prevent the creation and operation of private qualifications prohibited by law, in order to reduce damage to the public, and to collect and provide accurate information on private qualifications. However, as the number of registered private qualifications increased rapidly after the introduction of this registration system, consumer damage increased due to false and exaggerated advertisements and poor management of private qualifications. The management agencies of private qualifications registered must carry out the private qualification examination. However, it continues to increase consumer confusion that many private qualification management agencies maintain registration without conducting qualification tests. Therefore, as a measure to prevent the maintenance of registration of untested qualifications, the Korean government has proposed an amendment to the「Basic Qualifications Act」. The relevant key content is that the registered private qualification management agencies apply for registration renewal of the registered private qualifications every 5 years. Therefore, this study derived specific operation plans for how the private qualification registration renewal system would be operated in the future.

우리나라에서 민간자격관리자가 자격을 운영하기 위해서는 먼저 자격을 등록해야 하는데, 이러한 민간 자격 등록제도는 2007년에 도입되었다. 도입 목적은 법률상에서 금지하는 민간자격의 신설 및 운영을 막아 국민의 피해를 막고, 아울러 민간자격 정보를 정확하게 수집․제공하기 위함이었다. 그러나 등록을 한 민간자격은 검정을 시행해야 하지만, 많은 자격의 경우 검정이 시행되지 않고 등록을 유지함으로서 소비자의 혼란을 계속 높이고 있다. 이에 민간자격의 체계적인 관리․운영을 위해 민간자격 등록의 유효 기간을 5년으로 하는 내용이 포함된「자격기본법」개정법률안이 발의되었다. 따라서 이 연구의 목적은 이 개정법률안을 기반으로 한 민간자격 등록갱신제도의 구체적인 운영방안을 마련하는데 목적이 있다.
