This study aims to explore the role of cities as emerging international actors in response to the newly arising global challenges. Beyond their traditional roles as spatial and administrative units within sovereign states, cities now perform functions that elevate their status, becoming critical actors in a closely-knit international community. With the individual international activities of major cities, there is an emerging trend where cities are forming dense networks around their polycentric functions, especially within “City-Regions.” This phenomenon, transcending the traditional multilateralism centered on sovereign states, underscores the need to study the dynamism that these emerging actors can offer. Specifically, by analyzing the international network activities of European cities, this research not only emphasizes the importance of studying cities as emerging actors in multilateralism but also suggests that as international activities of cities intensify, there is a potential for entrenched asymmetrical and hierarchical structures among cities.

본 연구는 새롭게 부상하는 전지구적 도전에 대응하는 국제사회의 노력 중 신흥 국제행 위자로서의 도시 역할을 고찰하는 것을 목표로 한다. 도시는 기존 영토국가 내의 공간적, 행정적 단위 이상의 역할을 수행하고 긴밀하게 연결된 국제사회 속에서 주요 행위자로 부상하고 있다. 기존 주요 도시들의 개별적인 국제활동 영역을 넘어 도시 다핵적 기능을 중심으로 하여 도시지역권(City-Regions)에서 긴밀한 네트워크를 형성하는 현상은 주권국가를 핵심으로 한 전통적 다자주의에서 신흥 행위자가 제공할 수 있는 역동성을 연구할 필요성을 제시한다. 구체적으로 본 연구는 유럽 도시들의 국제네트워크 활동을 분석함으로써 다자주의의 신흥행위자로서의 도시연구의 필요성을 제시함과 동시에 도시 의 국제적 활동이 심화될수록 도시 간 비대칭적 위계구조가 고착화될 가능성을 제시한다.
