This article studied why and how the Social Security Review Committee was established in 1963, and what activities were carried out in the early stages. In the process of determining major policies, the situation of the times and the roles of participants such as the president, the minister, and members of the Social Security Review Committee were examined. At the National Economic Conference held in December 1960, Choi Cheon-song proposed the introduction of a social security system and the establishment of a social security system review committee for research and deliberation on the system model. The Supreme Council for National Reconstruction had Minister of Health and Social Affairs Jeong Hee-seop set up a committee to overcome poverty and win public sentiment. The Social Security Review Committee initially drafted the Medical Insurance Act and the Industrial Accident Compensation Insurance Act. The Industrial Accident Compensation Insurance Act, enacted in 1963, took effect from 1964, and the Medical Insurance Act was first applied in September 1965, but compulsory application was not introduced until July 1977. The Social Security Review Committee promoted a policy research project for ‘social development’ in September 1967. The project seems to have persuaded President Park Chung-hee with the logic that social development is necessary for continuous economic development and that the laboratory proposed it to Minister Chung Hee-seop at a time when the United Nations emphasizes social development. Since the social development plan was planned by the Ministry of Health and Social Affairs, it was not easy to reflect it in the government's economic development plan. The Social Security Review Committee presented a blueprint for social security in Korea, and carried out the historical mission of laying the foundation for social insurance by introducing industrial accident insurance and medical insurance.
