ISP is a task in the informatization area, but is approached from the viewpoint of budget management and control in the public sector. Starting in 2017, the MOEF and the NIA announced the common guidelines for ISP·ISMP establishment. It suggests the ISP methodology and output standards. This is to promote the efficiency of investment from the project planning stage through the review of ISP outputs. The ISP guide is revised every year to reflect the Government's key initiatives and the informatization policies, such as cloud computing and the principles of digital platform Government. Nevertheless, there is a lack of detailed guidelines to consider various cloud computing services. This can be a problem which the MOEF's policy and investment management purpose are not sufficiently considered depending on the ISP stakeholders’ understanding for the cloud. This study presents ISP methodology improvements by organizing the cloud introduction methodology contents into a checklist.

정보화전략계획(ISP)은 정보화 영역의 업무이지만 공공부문에서는 예산관리 및 통제 관점에서 접근하고있다. 기재부와 한국지능정보사회진흥원(NIA)은 2017년부터 ISP · ISMP 수립 공통가이드를 발표하여 ISP 방법론과 산출물 작성기준을 제시하고 있다. 이는 ISP 산출물 검토를 통해 정보화사업 계획 단계에서 투자관리 효율화를 도모하고자 하는 것이다. ISP 수립 공통가이드는 매년 개정을 통해 2023년 제7판은 클라우드 컴퓨팅 등 디지털 서비스 도입·전환 우선 검토, 디지털플랫폼정부 기본원칙 적용 우선 검토 등 정부의 핵심 추진 과제 및 정보화 정책 반영 노력을 지속하고 있다. 그럼에도 실제 방법론 수준에서는 클라우드를 비롯한 지능정보화 기술 도입을 위한 상세 지침이 부족한 실정이다. 이 는 ISP 이해관계자의 클라우드 이해도에 따라 기획재정부의 정책과 투자관리 목적을 충분히 고려하 지 못하는 개연성으로 작용할 수 있다. 본 연구는 클라우드 도입 방법론 내용을 체크리스트로 정리하 여 ISP 방법론 개선안을 제시하였다.
