To minimize the damage caused by natural and social disasters, the government will come up with a reform of the existing disaster safety management system. Establishing an organic system of cooperation between police, firefighting, and local governments to enhance the on-site response will be in the central issue of the reform. Furthermore, the rapid changes in security environment and the increased possibility of uncertain large disasters make it necessary to systematically enhance police activities at each stage of crisis management. In addition, a leadership approach centered on police activities and police management capabilities will be crucial for successful crisis management. By examining the crisis management system in the U.S. and Germany, this paper draws implications for the role of police in the crisis management system in South Korea and claims that cooperative police leadership is essential for that system. Moreover, this paper provides with a list of capabilities necessary for police activities in crisis management as a basis for the future development of police capabilities model for crisis management.

행정안전부는 재난 피해를 최소화하기 위한 재난관리 표준매뉴얼 개정에 나섰다. 정부는 재난안전관리 체계를 현장 중심으로 개편하고 경찰-소방-지자체 간 유기적인 협력체계를 구축해 현장 대응력을 키울 수 있는 기반을 마련할 예정이다. 한편, 치안환경이 급변하고 불확실한 대형재난이 발생할 가능성이 높아짐에 따라 위기관리 단계별 경찰활동을 새롭고 체계적인 체계로 갖출 필요가 있다. 위기상황 시 관리자는 우선적으로 상황을 판단하고 정책결정을 내려야 하기 때문에 성공적인 위기관리를 위해서는 경찰 관리자 역량을 중심으로 한 리더십 접근이 필요하다. 이에 본 논문은 미국, 독일의 위기관리체계에 서 경찰의 역할에 대한 분석을 통해 한국 경찰의 위기관리체계를 위한 시사점을 도출하고, 협력적 리더십 을 한국의 위기관리체계에서도 경찰에 필요한 리더십으로 규정한다. 또한, 위기관리 경찰활동에 필요한 역량을 도출하여 향후 경찰 위기관리 역량모델 설계를 위한 토대를 제공하고자 한다.
