This study focused on the use of the discourse of ‘Our State First’ in science and technology-oriented policies. ‘Our State First’, which aimed at mobilizing the North Korean people, emerged as a result of the transition to strategic line of ‘concentrating all efforts on economic construction’ while a positive outlook for foreign relations was presented in 2018. It is touted that ‘Our State First’ can be realized based on the development of science and technology. Under the Kim Jong-un regime, mobilization based on science and technology, not physical labor, is accelerating the people's science and technology capabilities. If positive international relations had continued, ‘Our State First’ could have functioned as a discourse for reform and opening up through the need for science and technology. However, since the collapse of the Hanoi talks, economic difficulties have intensified due to sanctions and prolonged border closure. Given that ‘Our State First’ aimes to realize international influence based on economic power and defense power, and cooperation with the outside world is essential for the development of science and technology, North Korea's science and technology-oriented policy can be used to drive reform and opening.

본 연구는 ‘우리 국가제일주의’ 담론이 과학기술 중시정책에 활용되는 데 초점을 맞췄다. 2018년 당시 대 외관계에 대한 긍정적인 전망이 제시된 가운데 ‘경제건설 총력집중 노선’으로의 전환 결과 북한 인민들을 동 원하기 위한 담론인 ‘우리 국가제일주의’가 등장했다. ‘우리 국가제일주의’는 과학기술의 발전을 토대로 실 현될 수 있다고 선전되는데, 김정은 체제에서는 선대와 달리 육체적 노동력 동원이 아닌 과학기술에 근거한 동원이 이뤄지며 전 인민의 과학기술 역량 강화에 박차를 가하고 있다. 이는 국제사회에서의 정상국가를 기 초로 삼고 있으며 남북·북미 정상회담 등 정세변화가 지속됐다면 ‘우리 국가제일주의’는 과학기술에 대한 필 요성을 매개로 개혁 개방을 위한 담론으로 기능할 수도 있었다. 그러나 하노이 회담 결렬 이래 제재와 국경봉 쇄 장기화 등으로 경제난은 심화됐고 개방 없는 개혁의 한계가 드러나고 있다. 하지만 ‘우리 국가제일주의’ 가 경제 강국 실현과 자위적 국방력에 기반을 둔 국제적 영향력 행사를 표방하고 있으며 그 수단으로 제시된 과학기술 발전을 위해선 외부와의 교류협력이 절실하다는 점을 감안할 때, 정세 변화가 수반될 경우 북한의 과학기술 중시 정책을 남북 교류협력 및 개혁개방 견인에 활용할 수 있을 것으로 보인다.
