Recently, military confrontations between SK-US-Japan and NK-China-Russia are intensifying again in Northeast Asia. Looking at the current international situation, which seems to be the return of the Cold War era, many scholars and experts define it as a “new Cold War”. In line with these changes in the flow of the international security situation, the seas of Northeast Asia, including the waters around the Korean Peninsula, are changing from a sea of peace to a sea of war. This paper examines Russia's regional maritime security strategy and naval strategy historically in line with these recent changes in the Northeast Asian and international security order. Russia is an important axis in the power conflict and confrontation between SK-US-Japan and NK-China-Russia in Northeast Asia. For this reason, a historical understanding of Russia's Northeast Asian maritime security and naval strategy can provide very important insights into the nature and meaning of the power conflict between the two camps in Northeast Asia and its future trend. This paper examines the maritime security and naval strategies of the Soviet Union and Russia in Northeast Asia for more than 70 years, from the pre-Khrushchev period to the present Putin period. For doing so, it aims at identifying consistent core interests and strategic intentions regradless of temporal changes, the changes in the naval strategies according to the changes of the era, and finally foreseeing future strategic stance and movements of the Soviet Union and Russian Federation in the hegemonic conflict in the regional waters.

최근 들어 다시 동북아시아에서 한-미-일과 북-중-러의 군사적 갈등과 대치가 격렬해지고 있다. 이와 같은 냉전시대의 귀환처럼 보이는 최근 국제정세의 흐름을 보고 다수의 학자들과 전문가들은 “신냉전”으로 정의 하고 있다. 이러한 국제안보정세의 흐름변화에 따라 한반도 주변 해역을 포함한 동북아시아의 바다는 평화 의 바다에서 다시 전쟁의 바다로 바뀌고 있다. 이 논문은 이와 같은 최근 동북아 및 국제 안보질서의 변화에 따라 러시아의 역내 해양안보전략과 해군전략을 역사적으로 살펴본다. 러시아는 동북아 역내에서의 한-미- 일 대 북-중-러의 세력충돌과 대치의 중요한 한 축이다. 이 때문에 러시아의 동북아 해양안보와 해군전략에 대한 역사적 이해는 동북아 지역에서의 두 진영 간 세력충돌의 성격과 의미, 그리고 미래 추이를 살펴보는데 매우 중요한 통찰을 제공할 수 있다. 이 논문은 흐루시초프 이전 시기부터 오늘날 푸틴시기에 이르기까지 70 년 이상에 걸친 소련과 러시아의 동북아 해양안보와 해군전략을 살펴봄으로서 소련-러시아의 시대적 변화 와 무관한 일관된 핵심 이익과 전략적 의도를 파악하고 전쟁과 평화의 시대적 변화에 따른 소련-러시아의 추 진전략의 변화를 알아본다. 그리고 이를 통해 오늘날 동북아 해역에서 진행되는 진영 간 패권충돌에서의 러 시아의 위치와 역할, 그리고 향후 움직임을 전망해 본다.
