This study explores the concept of ‘health peace’ based on the ‘emerging peace’ idea which focuses on the dynamic process and homeostasis of peace in the emerging security areas. The emerging security concept that micro-safety issues emerge as macro-security has made health issues an important subject of security and peace. The search for global health peace may begin with quarantine and treatment to break the emergence of health security threats. Efforts are being made at the global level to form international norms for equal access to vaccines and response to infectious disease crises. However, in order for health peace to be sustainable beyond overcoming the pandemic, negative approaches such as quarantine and treatment are not enough. Positive efforts should be accompanied to improve structural conditions and raise leaders and residents' awareness of health security at the local level of the poor environment where potential crises are inherent. To this end, countries must evaluate the health cooperation in the long run from the perspective of public goods. In addition, global health norms and systems should be supported by scientific expertise so that collective anxiety does not cause political instigation and self-destructive competition in the midst of the health crisis.

코로나 팬데믹을 경험하면서 국제적 평화와 안정을 위해서는 공동체로서의 인류가 건강하게 살아가는 것이 필수적임을 확인할 수 있었다. 미시적 안전문제가 거시적 안보위협으로 창발한다는 신흥안보 개념은 보건이슈를 안보와 평화의 중요한 논의 대상으로 만들었다. 평화의 과정과 항상성을 강조하는 신흥평화 개 념을 원용한 보건평화의 모색은 일차적으로는 보건안보 위협의 창발을 끊기 위한 신속한 방역과 치료에서 시작한다. 백신의 공평한 접근과 감염병 위기 대응의 국제규범을 형성하기 위한 노력이 글로벌 차원에서 전 개되고 있다. 하지만 보건평화가 팬데믹 극복을 넘어 지속가능하기 위해서는 방역과 치료와 같은 소극적 접 근만으로는 부족하다. 잠재적 위기가 내재한 열악한 보건의료 환경의 로컬 수준에서 구조적 조건을 개선하 고 지도자와 주민의 보건안보에 대한 인식을 제고하는 적극적인 노력이 수반되어야 한다. 이를 위해서는 국 가들이 보건협력의 비용과 혜택을 공공재 관점에서 장기적으로 평가할 수 있도록 설득하는 것이 필요하다. 아울러 보건위기에 의한 집단적 불안감이 정치적 선동과 불필요한 경쟁을 불러일으키지 않도록 글로벌 보 건 규범과 제도가 과학적 전문성에 의해 뒷받침되어야 한다.
