The purpose of this study is to discuss the competitiveness, differentiated value, and function of Wonju Dynamic Dancing Carnival, which uses dance as its core content. Wonju Dynamic Dancing Carnival is succeeding in transforming the image of a military city into an image of a cultural city. The function and role of Wonju Dynamic Dancing Carnival is that it satisfies not only leisure activities of residents but also cultural consumption needs of tourists through dance. Wonju Dynamic Dancing Carnival is expanding its global image through the active participation and pride of local residents, promotion of local culture and arts, building a cultural city image through the influx of tourists, and participation of world performance teams. These active cultural exchanges, the creation of opportunities for cooperation, and the expansion of local cultural and artistic activities are increasing the possibility of improving the quality of life for local residents and tourists. The difference of Wonju Dynamic Dancing Carnival is that the dance performer and the audience maintain a horizontally oriented relationship while sharing mutual communication and consensus. Active communication and consensus formation between performers and audiences on stage can be said to be factors that increase participation in festival contents. The horizontal relationship orientation between the performer and the participating audience has the effect of maximizing the participation of local residents and tourists while forming a sense of mutual community. In conclusion, the competitiveness of Wonju Dynamic Dancing Carnival can be said to be the possibility of continuous development of the festival through close communication between the performer and the audience to realize the participant’s self, increase the quality of life, and induce active participation.
