In South Korean society, Christianity has undergone a transformation, losing its status as a prominent public religion and instead adopting a more insular and self-centered nature. In these circumstances, it is imperative for Korean Christianity to transcend its current status as a private faith and instead embrace a more public role within society, actively participating in the care of all of creation, as mandated by its theological foundations. To achieve this objective, the Korean church must undergo a transformation in its ministry, aligning itself with the principles of public theology and re-establishing its public presence. This study, I propose a reexamination of ministry from the perspective of public theology, highlighting the public character of the five core ministries of the church (kerygma, leitourgia, didache, diakonia, and koinonia) inherited from its early origins. The objective is to reject the notion of a privatized faith limited to individual inner life and instead lay the groundwork for a ministry that actively contributes to the shaping of a public ethos and the promotion of social welfare. To achieve this, we shall delve into the concept of public ecclesiology and explore the role of the pastor as a public intellectual. Furthermore, we will analyze the direction of public ministry across the entire spectrum of church activities. In summary, this study seeks to advocate for a shift in the mindset and practices of the Korean church, transitioning it from a secluded and self-serving entity to an engaged and responsible member of society, aligned with the principles of public theology. By doing so, it can effectively contribute to the well-being of society as a whole and reaffirm the public dimension of Christianity's long-standing theological heritage.

한국 사회에서 기독교는 공적 종교로서 역할을 상실하고, 종교 그 자체의 목적을 추구하는 이기적인(사적) 집단의 모습으로 전락하고 있다. 극우주의 보수 기독교계의 광장정치는 종교와 정치 사이의 경계를 오고 가며 분노와 적대적인 사회 분위기를 조 장하였고, 몇몇 교회에서 발생한 코로나 집단 감염은 사회적 거리두기가 한창이던 당 시 교회를 사교적인 종교집단으로 인식하게 했다. 또한 일부 대형교회에서 진행된 교 회 세습과 목회자의 윤리적 탈선으로 개신교의 사회적 신뢰도는 해를 거듭할수록 하 락하고 있다. 공적 종교로서 한국 기독교는 사적인 신앙의 범주를 넘어서서 온 피조 세계를 향 한 하나님의 돌봄에 참여하는 공적 구성원으로서 재인식이 필요하다. 한국사회의 건 강한 일원으로 개신교가 거듭나기 위해서 신학과 목회의 급진적인 변화가 요청되는 오늘날, 기독교의 오랜 전통이 간직해온 신학과 신앙의 공공성을 회복하면서 교회의 공적 참여를 위한 목회 전반의 실천적 변화를 제안할 필요가 있다. 본 연구는 공공신학 관점에서 목회를 재해석하며 공적 목회(Public Ministry)를 제 안한다. 초대교회로부터 이어진 교회의 5대 사역(케리그마, 레이투르기아, 디다케, 디 아코니아, 코이노니아)이 갖는 공적 특성을 재확인하면서 교회의 공공성을 회복하고 실천하는 방향을 제안한다. 사적인 영역으로 전락한 사사화(privatization)된 신앙을 거부하고 교회의 공적 에토스(ethos)를 형성하고, 사회적 선(common good)을 실천할 수 있는 공적 목회로의 전환을 제안할 것이다. 이를 위해 공적 교회론과 공공 지식인 으로서 목회자를 기술하고, 목회사역 전반에 걸친 공공성 함양을 위한 방향성을 살필 것이다.
