This study is a study on the establishment of a safety and health management system based on ser-M (subject, environment, resource, mechanism). ser-M is a convergence research method that attempts convergence and consilience research by breaking away from the existing fragmentary analysis. In this study, the mechanism of safety and health management system is proposed by reflecting ser-M on the existing safety and health management system. And using this, we analyzed the case of company A's safety and health management system establishment. It can be analyzed from the ser-M point of view, focusing on the cases of establishing safety and health management systems in companies. In order to prevent industrial accidents, companies want to establish a safety and health management system. It explains that the mechanism of the safety and health management system can be created and built by utilizing the environment and resources centered on the subject of the company. It can be confirmed that the safety and health management system, which is built around the safety and health manager, can be built on the basis of ser-M because a mechanism is created by convergence of subject, environment, and resources. In addition, it is expected to be a meaningful study in management consulting by explaining how the P-D-C-A mechanism works in the safety and health management system.

본 연구는 ser-M(subject, environment, resource, Mechanism) 기반 안전보건경영시스템 구축에 관한 연구로서 기존의 안전보건경영시스템 의 단편적 분석의 틀에서 벗어나 안전보건경영시스템 구축을 ser-M 기반으로 분석하고자 한다. ser-M은 융합적 연구방법으로 기존의 단편적 분석에서 벗어나 융합적, 통섭적 연구를 시도하는 방법이다. 본 연구에서 기존의 안전보건경영시스템을 ser-M을 반영하여 안전보건경영시스 템의 메커니즘을 제시하고자 한다. 그리고 이를 활용하여 A 기업의 안전보건경영시스템 구축 사례를 분석하였다. 기업의 안전보건경영시스템 구축 사례를 중심으로 ser-M 관점으로 분석할 수 있다. 산업재해를 예방하기 위하여 기업은 안전보건경영시스템을 구축하고자 한다. 기업의 주체를 중심으로 환경, 자원을 활용하여 안전보건경영시스템의 메커니즘을 창출하고 구축할 수 있음을 설명하고 있다. 안전보건 책임자를 중 심으로 구축되는 안전보건경영시스템은 주체, 환경, 자원이 융합되어 메커니즘이 만들어져서 안전보건경영시스템이 ser-M 기반으로 구축될 수 있음을 확인할 수 있다. 그리고 P-D-C-A 메커니즘이 안전보건경영시스템에서 어떻게 작동되고 있는지 설명함으로 경영컨설팅에서도 의미 가 있는 연구가 될 것으로 보인다.
