There is no doubt that the top purpose of public institutions is to realize publicity, but recently, financial soundness such as profitability and efficiency has been demanded. In order to promote responsible environmental policies of public corporations, sustainability must be included above all else. Considering this aspect, ESG management should ultimately have a positive impact on stakeholders such as consumers and partners in terms of corporate sustainability, and achieve the purpose of establishing public institutions (social and environmental public interest values) and institution profits (economic value). This case study introduces ESG management practices centered on eco-friendly management of Jeju Special Self-Governing Province Development Corporation (hereinafter referred to as JPDC), a local public company. JPDC is a regional-based local public corporation established in 1995. JPDC's efforts for environmental management activities after 2019 were examined from the perspective of the ESG management system, and the performance of major activity cases was analyzed to derive success factors. There are three factors for success: First, product and service innovation was induced and new values were created by changing the perception of the value chain by linking the consideration of the original business and local community problems. From product design, which is the front end of the value chain, to R&D, distribution and service, disposal, and recycling, we created opportunities to create meaningful values for the economy, society, and environment. Second, strengthening internal R&D capabilities and investments. Third, by establishing a system of participation and cooperation with various stakeholders such as the government, local governments, and companies, as well as the general public such as residents and tourists, a virtuous cycle structure was created to continuously create effects through interaction between cooperative entities.

공공기관의 최우선 목적은 공공성의 실현이라는 점에서는 의심의 여지가 없으나, 최근에는 수익성과 효율성 등 재무적 건전성까지 요구받 고 있다. 공기업의 책임 있는 환경 정책 추진을 위해서는 무엇보다 지속가능성이 담겨 있어야 한다. 이러한 측면을 고려할 때 공공기관의 ESG 경영 도입을 성공적으로 정착시키기 위해서는 ESG경영이 궁극적으로 추구하는 방향, 즉 기업의 지속가능성 차원에서는 소비자, 협력사 등 이 해관계자들에게 긍정적인 영향을 미치고, 공공기관의 설립 목적 달성(사회 환경 공익적 가치)과 기관의 수익(경제적 가치)을 창출할 수 있어 야 할 것이다. 본 사례연구는 지방공기업인 제주특별자치도개발공사(이하 JPDC)의 친환경경영을 중심으로 한 ESG경영 실천사례를 소개하는 연구이다. JPDC는 1995년에 설립된 지역 기반의 지방공기업이다. 2019년 이후의 JPDC의 환경경영 활동 노력을 ESG경영체계의 관점에서 살펴보았으 며, 주요활동사례의 성과를 분석하여, 성공요인을 도출해보았다. 성공요인은 다음의 세 가지다. 첫째, 본연의 업에 대한 고찰과 지역 사회문제 를 연계하여 가치사슬에 대한 인식 전환을 통해 제품 및 서비스 혁신을 유도하고 새로운 가치를 창출하였다. 가치사슬의 앞단인 제품 디자인에 서부터 R&D, 유통 및 서비스, 폐기, 재활용까지 전체 가치사슬에 대한 인식 전환을 통해 경제 사회 환경에 의미 있는 가치창출의 기회를 만들 었다. 둘째, 내부 R&D 역량 및 투자 강화다. 셋째, 도민, 관광객 등 일반 국민뿐만 아니라 정부, 지자체, 기업 등 다양한 이해관계자 참여 협력 체계를 구축함으로써 협업주체들 간의 상호작용을 통해 효과가 지속적으로 창출되도록 선순환 구조를 조성하였다.
