This study analyzes policy changes in response to COVID-19. Following the discovery of the first domestic case on January 20, 2020, the infectious disease crisis alert was raised from "watch" to "caution" to "warning. This study classifies COVID-19 as a focal event and uses Birkland's ERPL model to analyze the process of policy agendization and policy change after the event. The results of the analysis show that, first, the focal event significantly increased the number of media reports at each stage of the epidemic crisis warning. Second, collective mobilization took place through the formation of the National Assembly Special Committee on COVID-19, the Health and Welfare Committee, and government expert group meetings. Third, the Special Committee as well as the standing committee discussed some proposals. Finally, some amendments were passed by the National Assembly. In conclusion, this study found that media coverage of the focal event of COVID-19 had a significant impact on policy changes.

본 연구는 코로나바이러스감염증-19에 관한 정책 변동에 대한 분석이다. 2019년말 발생하여 코로나-19의 국내 첫 확진자가 2020년 1월 20일 발생함에 따라 감염병 위기 경보는 관심에서 주의 단계, 그리고 경보 단계로 상향 조정하였다. 본 연구에서는 코로나19를 초점사건으로 분류하고 Birkland의 ERPL모형 을 사용하여 사건 발생 후부터 정책 의제화 및 정책 변동이 이뤄지는 과정을 분석하였다. 분석 결과를 살펴보면 첫번째는 초점사건의 의제화는 언론보도 건수가 감염병 위기 경보 단계별로 확실히 증가했다. 두 번째는 국회 코로나19대책특별위원회 구성과 보건복지위원회, 정부의 전문가 집단 간담회 등을 통하 여 집단동원이 이루어졌다. 세번째는 특별위원회 및 상임위원회에서 발의된 안건을 토론하였다. 마지막 으로 국회에서 일부 개정법률안이 의결되었고, 공포되어 시행되었다. 따라서 코로나19라는 초점사건에 관련된 TV, 신문 등의 보도가 정책변화에 상당히 영향을 미치는 것을 확인했다.
