There are two ways to procure components for weapons systems: first, the DAPA allows the main system producer to procure components directly from the component producers, second the DAPA directly buys the components from the component producer and provide them to the main system producer. Although the weapon system component procurement method has an important impact on not only the cost of acquiring weapon system but also the development of the future defense industry in which the importance of system integration of innovative components is increasing, detailed criteria for selecting component procurement method have not been established yet. Using AHP analysis techniques, we propose weights and evaluation scales for each judgment factor of procurement method, and a plan to derive the rational evaluation result through them. We hope that the results of this paper contribute to the objectification and rationalization of the selection of the component procurement method of the DAPA.

무기체계 구성품 조달방식에는 방사청이 주장비 생산업체가 구성품을 다른 방산업체로부터 직접 조달하게 하는 도급방식 과 방사청이 구성품 생산업체와 직접 계약하여 구성품을 조달하고 이를 주장비 생산업체에 납품하는 관급방식이 있다. 이러 한 무기체계 구성품 조달방식은 주장비 획득비용을 비롯하여 혁신적인 구성품들의 체계종합의 중요성이 증대되는 미래 방위 산업 발전에 중요한 영향을 미침에도 불구하고 아직까지 구성품 조달방식에 관한 세부 판단기준은 마련되어 있지 않다. 본 연구는 AHP 분석기법을 활용하여 조달방식 선택의 판단요소를 식별하고, 요소별 가중치와 평가척도를 제시한 후 이를 통해 합리적 평가결과를 도출하는 방안을 제시함으로써 방사청의 구성품 조달방식 선택의 객관화와 합리화에 기여할 것으로 기대 한다.
