The purpose of this study is to present a response strategy to North Korea’s small unmanned aerial vehicle threat. Recently, attacks by drones in terrorism or war using commercial drones are increasing day by day, and there are two cases in which North Korea has infiltrated drones. North Korea’s small unmanned aerial vehicle response strategy was presented through a SWOT analysis. While the strength of the military is the establishment of the drone operations command and active public-private-led research on anti-drone technology, the weakness is that the system for responding to small drones in North Korea is insufficient. The opportunity factor of the external environment is that developed countries are strengthening the response capability of small unmanned aerial vehicles, and the threat factor is that the use of commercial drones in terrorism and war is rapidly increasing. The response strategy is to expand the role of the drone operation command, develop a response system that combines domestic anti-drone technology with advanced science and technology, require periodic joint air defense training using existing forces, and prevent illegal drone flights, laws and regulations need to be overhauled. Follow-up research on artificial intelligence and energy weapons that can be applied to the anti-drone system also requires attention.

본 연구 목적은 북한의 소형무인기 위협에 대한 대응전략을 제시하는 것이다. 최근 상용드론을 이용한 테러나 전쟁에서 드 론의 공격은 날로 증가하고 있고, 북한도 두 차례 드론을 침투한 사례가 있다. 북한의 소형무인기 대응 전략을 SWOT 분석으 로 제시하였다. 군의 장점은 드론작전사령부를 창설하고, 민관주도의 안티드론 기술 연구가 활발했지만, 단점은 북한의 소형 무인기에 대한 대응체계가 미흡하다. 기회요인은 선진국들이 소형무인기의 대응 역량을 강화하고 있으며, 위협요인은 상용 드론을 활용한 테러 및 전쟁에서 그 활용도가 급격하게 증가하고 있다. 대응 전략은 드론작전사령부의 역할을 확대하고, 국내 안티드론 기술과 첨단과학기술을 융합한 대응체계를 개발하며, 현존전력을 활용한 주기적인 합동방공훈련이 요구되며, 불법 드론 비행을 예방할 수 있도록 법과 규정을 정비해야 한다. 안티드론 체계에 접목할 수 있는 인공지능, 에너지무기 등에 대한 후속 연구도 관심이 요구된다.
