One of the important concepts of Korean music covered in elementary, middle and high school music textbooks is ‘tori’. Through a lengthy process of discussion within the academic and educational realms, there has been an ongoing effort to elucidate the tonal structure of folk songs using ‘tori,’ and a certain level of consensus has been reached regarding the elements of ‘tori.’ However, its specific conceptualizations in different regions and certain undefined terms and aspects are still under active liberation. Apart from discussions in the academic realm, consensus on how to conceptualize and teach Tori from each region in elementary, middle, and high school educational settings is absolutely necessary. In this regard, to establish a clear understanding of ‘tori’ within music textbooks, seven aspects have been examined, and opinions have been put forward: ‘precise description of the concept of tori,’ ‘confusion arising from the notation method for compositional tones,’ ‘hierarchization of tori education,’ ‘caution in the use of terminology,’ ‘significance of regionally representative tori,’ ‘avoidance of subjective and impressionistic expressions,’ and ‘consensus on Jeju tori.’ The inclusion of the concept of ‘tori’ in textbooks is the most essential effort to explain our music in our musical language. It is necessary to refine the concept further and educate it correctly, and for this purpose, we must work together to create a reasonable and unified plan.

초ㆍ중ㆍ고 음악교과서에서 다루어지고 있는 국악의 개념 가운데 중요한 것 중 하나가 바 로 ‘토리’이다. 학계와 교육계에서 오랜 논의의 과정을 거쳐 ‘토리’를 활용하여 민요의 음조직 을 설명하고 있고 토리의 요소에 대해 어느 정도 합의가 이루어져 있으나, 각 지역별 토리의 구체적인 개념과 일부 용어 및 미정립된 부분들은 여전히 논의 중인 상황이다. 그러나 학계 에서의 논의와 별개로 초ㆍ중ㆍ고교 교육 현장에서 각 지역의 토리를 어떻게 개념화시켜 가 르칠 것인가에 대한 합의는 반드시 이루어져야 한다. 이에, 음악교과서 내 토리의 개념 정립 을 위하여 ‘명확한 토리 개념 서술’, ‘악보 기보 방식에 따른 구성음의 혼란’, ‘토리 교육의 위계화’, ‘용어 사용의 주의점’, ‘지역 대표토리의 의미’, ‘주관적이고 감상적인 표현 지양’, ‘제 주토리에 대한 합의’ 라는 7가지 측면에서 문제점을 살피고 의견을 제시하였다. 교과서 내에 ‘토리’ 개념이 수용된 것은 우리 음악을 우리 음악 언어로 설명하기 위한 가장 핵심적인 노력이다. 개념을 더욱 다듬어 올바르게 교육해야 하고, 이를 위하여 합리적인 통 일안을 만드는 데에 합심하여야 한다.
