In recent years, there is a growing social concern regarding indiscriminate attacks based on dissatisfaction with trial outcomes or driven by political motives, targeting judges, court personnel, and visitors. This heightened concern is due to the pivotal role of the judiciary in upholding national and social order, with significant societal implications resulting from such attacks. Notably, these assaults may not only stem from personal grievances but also exploit the symbolic significance attributed to the judiciary, potentially escalating into acts of terrorism against the courts. Of particular significance is the potential aftermath of court-targeted terrorist acts, which could undermine the fairness of judicial verdicts and erode public trust in the judiciary, thereby jeopardizing citizens' fundamental rights. Despite these risks, research on court security management remains insufficient. Consequently, this study aims to identify the factors and causal relationships affecting the counter-terrorism capabilities of Court Security Administrations (CSA). The analysis revealed that higher levels of terrorism awareness and counter-terrorism training positively correlated with counter-terrorism activity, thus, exerting significant influence on counter-terrorism capabilities. However, it was observed that while counter-terrorism training directly affected the counter-terrorism capabilities of CSA, terrorism awareness impacted these capabilities indirectly through disaster preparedness. Based on these findings, this study emphasizes the importance of enhancing terrorism awareness and promoting counter-terrorism education and training of CSA. We also suggest the enhancement of counter-terrorism capabilities through systematic counter-terrorism activity.

최근 법원에서 근무하는 판사, 법원공무원, 법원 출입자 등을 대상으로 재판 결과에 불만이 있 거나 정치적 목적을 바탕으로 무차별적인 공격에 대한 사회적 염려가 높아지고 있다. 이는 법원 이 국가와 사회 질서를 유지하는 사법 시스템의 중추적인 역할을 담당하며 공격에 따른 사회적 파급력이 매우 크기 때문이다. 즉, 단순한 개인적 원한뿐만 아니라 법원이 가지고 있는 상징성을 이용하기 위한 범죄행위 또는 법원을 대상으로 한 테러리즘 사건으로 악화될 수 있다는 것이다. 특히 법원 대상 테러 행위가 발생한다면 이후 법원 판결에 대한 영향력을 미칠 수 있으며 법원의 공정성 역시 무너지고 국민의 기본권을 지키지 못하게 될 뿐만 아니라 사법권에 대해 국민의 신 뢰를 상실할 수 있다. 그럼에도 불구하고 법원 시설의 안전과 보안관리를 담당하는 법원보안관 리대에 대한 관련 연구는 아직 충분하지 않은 실정이다. 이에 본 연구는 법원 시설의 안전과 보 안관리를 담당하는 법원보안관리대를 대상으로 다음과 같이 테러대응역량에 대한 영향요인 및 인과관계를 규명하여 테러대응역량 강화를 위한 정책적 방향성을 제시하였다. 분석결과 테러리 즘 인식 및 대테러교육 수준이 높을수록 재난 대비도 역시 높았으며 이는 테러대응역량에도 유 의한 영향력을 가졌다. 다만, 대테러교육의 경우 직접적으로 법원보안관리대원의 테러대응역량 에 영향을 미쳤으나 테러리즘 인식의 경우 대테러활동을 매개하여 테러대응역량에 대한 영향력 을 가졌다. 이를 바탕으로 법원보안관리대원의 테러대응역량을 강화하기 위해 테러리즘 인식 제 고와 대테러 교육훈련의 중요성을 강조하였고 조직적·개인적 차원에서의 체계적인 재난관리를 통한 대테러역량 강화를 제안하였다.
