Japan has been more critical of Russia’s invasion and war in Ukraine than any other contries and has imposed sanctions, but its continued involvement in the Sakhalin Project has raised questions about its motives. This study focuses on the case of the Sakhalin Project to understand the impact of the war in Ukraine, which continues to reverberate throughout the global political economy, on the Russo-Japanese energy relations. In the name of supply diversification for energy security, price stability, and geostrategic calculation between China and Russia, the “circles of compensation” in the field of gas composed of politicians, government agencies, industry, and experts have justified the continuation of the Sakhalin project by decoupling it from sanctions against Russia. While the ultimate consequences of the decision may depend on future events, such as the outcome of the war, the conclusion of this study suggests that the decision, having been made by a coalition of actors with shared interests, is unlikely to be easily reversed in the future.

러시아가 우크라이나를 침공하고 전쟁을 일으킨 것에 대해 그 어느 나라보다 비판적이면서 제재를 단 행한 일본이지만, 사할린 프로젝트는 계속 참여하고 있어 그 배경에 대한 의구심이 커지고 있다. 본 연 구는 글로벌 정치경제 전반에 걸쳐 그 여파가 계속되고 있는 우크라이나 전쟁이 러-일 간 에너지 관계 에 미친 영향을 파악하고자 사할린 프로젝트 사례를 집중 조명한다. 에너지 안보를 위한 공급 다변화, 가격 안정성 확보, 그리고 중국과 러시아 사이에서의 지전략적 판단이라는 명분으로 정치권, 정부, 산업 계, 전문가 집단으로 구성된 일본의 가스판 “보상의 서클”은 사할린 프로젝트를 대러시아 제재와 분리 하며 사업 계속을 정당화하고 있다. 이러한 결정이 결국 어떤 결과를 초래하게 될지는 향후 전쟁의 결 말이 어떻게 날 것인가와 같은 미래 상황에 따라 달라질 수 있겠지만, 이익을 공유하는 다양한 행위자 들의 연합체에 의해 추진된 결정인 만큼 앞으로도 쉽게 번복되기 어렵다는 것이 본 연구의 결론이다.
