Public social welfare expenditure of Korea continues to arise. Considering financial soundness, the effectiveness of public welfare projects needs to be reviewed. This study conducted a panel analysis on the effectiveness of the government's public welfare expenditure budget using the OECD's public social welfare expenditure (SOCX) data. We show that the total expenditure scales of public welfare has a negative correlation between both economic growth and the macroeconomic productivity. We also show that public social welfare policies do not have significant effect on improving income inequality measured by Gini coefficient using the total expenditure data. In addition, we show that the individual welfare policies such as old-age pension, health care, and family allowance have negative effects on economic growth and productivity using SOCX data of public welfare project budgets categorized by 9 detailed items. it is shown that the active labor market program (ALMP) has a positive effect on the economic growth, productivity and income inequality.

한국의 공공사회복지 지출은 지속적으로 증가하고 있다. 재정 건전성을 고려해 공공복지 사업의 실효성에 대한 검토가 필요하다. 본 연구는 OECD의 공공사회복지지출(SOCX) 데이 터를 기반으로 정부가 시행한 공공복지 지출 예산의 실효성을 패널 분석하였다. 분석 결과 공공복지 총액을 기준으로 경제성장과 거시 경제 생산성에 미치는 영향을 통계적으로 유 의미하게 음의 상관관계가 있는 것으로 확인되었다. 또, 종속변수를 지니계수로 활용한 소 득불균형에 공공사회복지지출이 미치는 효과를 분석한 결과 공공사회복지 정책은 총액을 기준으로 분석했을 때 소득불균형 개선에 유의미한 영향을 미치지 못하는 것으로 확인되 었다. OECD가 9개 세부항목으로 공공복지사업 예산을 분료한 SOCX 자료를 바탕으로 개 별 복지 정책이 경제성장과 생산성에 미치는 영향을 분석한 결과 노령연금, 보건의료, 가 족수당은 모두 통계적으로 유의미하게 부정적인 영향을 미치는 것으로 확인되었다. 반면 적극적 노동시장 프로그램(ALMP)는 모든 모형에서 유의미한 양의 상관관계가 나타났다. 즉 적즉적 노동시장 프로그램은 경제성장, 생산성, 소득불균형에 모두 긍정적인 영향을 미 치는 것으로 확인되었다.
