This study investigates democratic responsiveness to macro policy preferences ―i.e. policy mood―in Korean politics. It first estimates the policy mood of the last twenty years in the economy and welfare in Korea and then examines whether the policy mood influences presidential elections, congressional elections, and the dominant direction of public policymaking. The analysis results of the study show that the features of Korean policy mood do not differ from those found in America or European countries. Hence, we can say that policy mood is not a political phenomenon unique to western countries. However, unlike policy mood in America, Korean policy mood influences only presidential elections; it does not influence congressional elections nor the dominant direction of public policymaking in the economy and welfare. Therefore it can be said that the level of democratic responsiveness in Korea is not so high as in America. This study contributes to the extant literature by showing policy mood and its features in an Asian country and providing empirical evidences with which we can compare democratic responsiveness between countries.

본 연구에서는 한국정치의 민주적 반응성을 개별 정책이 아니라 거시적 정책 선호 즉, 정책 무드(policy mood)를 중심으로 살펴보았다. 이를 위해 먼저 지난 20여 년간 경제 및 복지 분야의 정책 무드를 dyad ratios algorithm model 분석 방법을 실시해 추정하고 정책 무드가 대통령선거, 국회의원선거, 경제 및 복지 정책의 지배적 방향에 영향을 미치는 요 인인지를 살펴보았다. 연구 결과, 2000년 이후 지난 20여 년 간 경제 및 복지 분야의 정책 무드는 항상 진보 무드가 우세한 가운데 집권당의 이념과는 반대 방향으로 변하는 경향이 있는 것으로 나타났다. 즉, 진보 정당—더불어민주당과 그 전신인 정당들—의 집권 시에는 보수적인 방향으로, 보수정당—국민의힘과 그 전신인 정당들—의 집권 시에는 진보적인 방 향으로 정책 무드가 변하는 패턴을 발견할 수 있었다. 그리고 경제 및 복지 분야의 정책 무드가 진보 방향으로 한 단위 증가할수록 대통령선거에서 진보 정당의 득표율은 전국적 으로 1% 가량 증가하는 것으로 나타났다. 그러나 정책 무드는 국회의원선거를 비롯해 경 제 및 복지 정책의 지배적 방향에는 영향을 미치지 못하는 것으로 나타났다. 기존연구에 의하면 미국에서는 경제 및 복지 분야의 정책 무드가 대통령선거뿐만 아니라 연방의원선 거와 관련 분야 정책의 지배적 방향에도 영향을 미치는 것으로 나타난다. 따라서 정책 무 드에 대한 민주적 반응성의 수준은 한국이 미국보다 높지 않다고 말할 수 있다. 본 연구는 한국 유권자 집단을 대상으로 정책 무드에 대한 민주적 반응성을 살펴본 최초의 연구로서 비교정치적으로 정책 무드 관련 문헌의 확대에 기여한다. 또한 다른 국가들과 민주적 반응 성을 비교할 수 있는 경험적 자료를 제공함으로써 민주적 반응성 관련 문헌에도 기여하는 바가 있다.
