(Purpose) The purpose of this study is to examine the background and characteristics of Japan's immigration policy, with a focus on the efforts to increase the inflow of foreign workers and support their settlement in Japan since the Abe administration. The study also aims to identify implications for Korea's immigration policy (Research methods) The study utilizes various sources, including domestic and foreign literature data, newspaper articles, and internet data. The formation of Japan's immigration policy is analyzed by considering political, economic, and social factors. Additionally, two representative policies related to immigration management and social integration are selected and subjected to content analysis. (Findings) The economic background factor has exerted a significant influence on the development of Japan's current immigration policy. The government and ruling party have implemented multiple amendments to the existing system with minimal political disruption. Notably, the policy promotion system has undergone changes, such as the establishment of the Immigration Services Agency, aimed at enhancing the efficiency and coordination of immigration administration. Furthermore, there has been an expansion in the influx of unskilled workers across various job types and regions. Japan has taken a pioneering step by introducing comprehensive measures at the national level to support the livelihoods of all foreign residents. (Conclusion and recommendations) The implications for Korea's immigration policy are as follows: Firstly, there is a need to expand the long-term stay system by continuously improving the professionalism of unskilled workers. Secondly, it is crucial to create diverse programs, identify potential foreign leaders, and facilitate networking opportunities for foreigners, enabling them to actively participate in resolving local issues. Lastly, it is essential to bolster the appeal at a national level to attract immigrants by implementing anti-hate initiatives and ensuring the granting of equal rights.

(연구목적) 본 연구의 목적은 2012년 아베정권 출범이후 가속화하고 있는 일본의 외국인력 유입확대 및 정착지 원을 위한 정책적 노력에 초점을 맞추어 일본 이민정책의 형성배경과 특징을 밝히고 우리나라 이민정책에 주는 시사점을 파악하는 것이다. (연구방법) 국내외 문헌자료, 신문기사, 인터넷 자료를 활용하였다. 이민정책의 형성배경에 대해 정치적, 경제 적, 사회적 요인으로 나누어 고찰하였다. 정책내용 분석에서는 출입국관리 분야와 사회통합 분야의 대표 정책 각 각 2개를 선정하여 분석하였다. (연구결과) 일본 이민정책에는 경제적 배경요인이 상대적으로 큰 영향을 미치고 있으며 정부･여당은 정치 쟁점 화를 최소화하면서 기존 제도의 골격을 유지한 채 점증주의적 제도변화를 추진하였다. 추진체계 면에서는 법무 성의 위상 강화와 출입국재류관리청 신설을 통한 출입국행정 효율화, 성청간 연계･조정 강화가 도모되었다. 정 책내용 면에서는 고도전문직에 대한 파격적 우대와 함께 단순인력에 대해서는 직종별, 지역별 맞춤형 유입확대 정책이 취하여졌다. 사회통합 분야에서는 지자체 외에 전중앙정부 차원에서 외국인 거주자를 위한 종합적 생활 지원 대책이 본격 도입되었다. (결론 및 제언) 한국 이민정책에 주는 시사점으로는 첫째, 단순인력의 지속적 전문성 제고를 통한 장기체류 제도 확대와 지역맞춤형 외국인재 유입제도의 확대가 필요하다. 둘째, 외국인이 지역사회의 주체로서 활약할 수 있도 록 다양한 프로그램 개발, 외국인 리더발굴, 외국인 네트워크화 노력이 필요하다. 셋째, 국가차원의 이민유치 경 쟁력 확보를 위해서는 이민자에 대한 차별시정과 권리확대를 통한 매력도 제고 노력이 필요하다.
