This study is a study on the use of private security personnel in large-scale national events such as multilateral summits. This study compares the cases of manpower management using police forces during multilateral summits in the Republic of Korea and the results of using private security personnel in contrast to them. The purpose of this study was to analyze and propose an effective plan for the expansion of the use of private security. To this end, manpower management during a total of seven multilateral summits was analyzed, and analysis techniques through in-depth interviews with working-level staff who were in charge of planning and coordination of the security and safety control group, a consultative body of related organizations for the multilateral summit security mission, and the manager of a private security company. Through an interview with , the limits and overcoming measures in the attempt to expand the scope of the private security industry were presented. The results of this study are as follows. First, the Presidential Security Service has been manpower management by mobilizing a large number of police forces in all areas for large-scale events. Second, in order to expand the scope of private security, efforts such as regulation revision, national policy support, and public awareness improvement are required. Third, above all, it is important for private security companies to make efforts to innovate themselves. To this end, prerequisites are suggested, such as improving quality by improving the high-quality education system, establishing specialization to escape smallness, and preparing measures to overcome limitations due to the use of temporary workers.

이 연구는 다자간 정상회의 등 국가 대규모행사시 민간경비 인력의 활용방안에 대한 연구로 대한민국의 다자간 정상회의시 경찰력의 투입을 활용한 인력운용 사례와 그에 대 비되는 민간경비 인력 활용시의 결과에 대해 비교 분석하여 민간경비의 활용 확대에 관한 효율적인 방안 제시를 목적으로 하였다. 이를 위하여 총 7차례의 다자간 정상회의간 인력운용을 분석하였고 실제로 다자정상회 의 경호임무를 위한 유관기관 협의체인 경호안전통제단의 기획조정 업무를 맡았던 실무자 의 심층면담을 통한 분석기법과 민간경비업체의 책임자의 인터뷰를 통해 민간경비 산업의 영역확장 시도에서의 한계점과 극복방안을 제시하였다. 이 연구의 결과는 다음과 같다. 첫째, 지금까지 대규모 행사시 대통령경호처는 모든 영 역에 다수의 경찰력을 동원하는 인력운용을 행하여 왔으나 추후 민간경비업체 인력의 대 체 투입으로 보다 높은 효율성을 도모할 수 있다. 둘째, 민간경비의 영역확장을 위해서는 법규 정비, 국가 정책적 지원, 대국민 인식개선 등의 노력이 필요하다. 셋째, 무엇보다도 민간경비업체 자신의 혁신을 위한 노력이 중요한데, 이를 위해서는 수준 높은 교육시스템 개선으로 자질 향상, 영세성 탈피를 위한 전문화 구축, 일시 고용인력 활용에 따른 한계점 극복 방안 마련 등의 선결과제를 제시하였다.
