The purpose of this study is to present practical countermeasures suitable for the reality of Korea through domestic and foreign case analysis for homemade explosive terrorism that occurs most frequently in multi-use facilities today. The problem with explosives in multi-use facilities is that the public's perception of explosives and self-sustaining terrorism is weak, there is no single law on explosives, insufficient sanctions on explosive harmful information, no integrated explosive terror education center, and no explosive-related qualification system. As a countermeasure to this, first, the public's perception of explosive terrorism and self-sustaining terrorism should be changed. Campaigns, public relations activities, and educational policy systems shall be operated, and information related to the prevention of explosives in multi-use facilities shall be advertised and distributed through social network services (SNS). Second, there is a need to revise a single law on explosives. It is necessary to consider revising the law in which gunpowder that fits reality is separated by referring to other countries' laws and regulations should be considered. Third, it is necessary to strengthen monitoring and crackdown on harmful information on explosives on the Internet. Sanctions should be imposed through a strict certification system for the purchase of harmful chemicals, and the scope of cooperation in cracking down on harmful information should be increased. Finally, an integrated terrorist education center and a qualification system should be introduced. Educational programs such as seminars, consulting, and workshops should be activated, and education with capacity and effectiveness should be provided through practical training in preparation for various terrorism, and excellent professional manpower training is needed through the qualification system.

본 연구는 오늘날 다중이용시설에서 가장 빈번하게 발생하는 사제폭발물 테러에 대해 국내·외 사례분석을 통하여 우리나라 현실에 맞는 실질적인 대응 방안을 제시하는데 그 목적이 있다. 다중이용시설 폭발물 테러의 문제점은 폭발물 테러와 자생테러에 대한 대중 들의 인식 취약, 폭발물 관련 단일 법규가 부재, 폭발물 유해 정보 제재가 미흡, 통합 폭발 물 테러 교육센터의 부재, 폭발물 관련 자격제도가 부재하다는 점이다. 이에 대한 대응방안으로 첫째, 폭발물 테러와 자생테러에 대한 대중들의 인식이 전환되 어야 한다. 캠페인과 홍보활동, 교육정책 시스템을 운영하고, 소셜네트워크 서비스(SNS)를 통해 다중이용시설 폭발물 테러 예방과 관련된 정보를 광고 및 배포하여야 한다. 둘째, 폭 발물에 관한 단일 법규 개정이 필요하다. 타 국의 법령을 참고해 현실에 맞는 화약류가 분리된 법 개정을 검토해야한다. 셋째, 인터넷상 폭발물 유해 정보 감시와 단속의 강화가 필요하다. 유해화학물질 구매에 대한 엄격한 인증제도를 통해 제재가 이루어져야 하며 유 해 정보 단속에 관한 공조 범위를 증가해야 한다. 마지막으로, 통합 테러 교육센터와 자격제도를 도입해야 한다. 세미나, 컨설팅, 워 크숍 등 교육 프로그램을 활성화하고 각종 테러에 대비한 실질적인 훈련을 통해 역 량 강화 및 실효성을 지닌 교육이 이루어져야 하며 자격제도를 통하여 우수한 전문 인력양 성이 필요하다.
