Whenever the aspect of terrorism changes and a new subject of terrorism or a means of using terrorism appears, it is difficult to prevent terrorism in advance and respond to crisis management if there are no regulations to respond to it. Therefore, this study has significance in examining terrorism trends and preparing risk management countermeasures for the prevention of terrorism in public facilities. As a result of the study, first, it is necessary to establish and supervise safety management measures. Second, the legal content must be amended so that safety management measures can be established by prescribing the contents of multi-use facilities and multi-dense places. Third, in order to prevent and prepare for vehicle rushing terrorism, certification and introduction of the latest equipment for crisis management response, such as reviewing specific details related to the minimum standards of safety management facilities for measures to install bollards in multi-use facilities and crowded places Related legal and institutional regulations should be prepared. In order to effectively prevent terrorism, it is necessary to analyze the trend of the subject, object, and means of terrorism to devise preventive measures appropriate to reality, and not only systematic responses but also policy responses must be made. Since it is practically difficult to keep up with the trend of terrorism, it is necessary to study countermeasures for terrorism prevention and crisis management at multi-use facilities, and to find new countermeasures for new threats and targets of terrorism.

테러의 양상이 변화하고 새롭게 등장하는 테러의 주체나 테러이용 수단이 등장할 때마 다 이에 대응할만한 규정이 마련되어있지 않으면 테러행위를 사전에 예방하고 위기관리에 대응하는데 어려움이 따르고 있는 실정이다. 이에 본 연구는 다중이용시설의 테러예방을 위하여 테러동향을 살펴보고 위기관리 대응방안을 마련하는데 의의가 있다. 연구결과, 첫 째, 안전관리대책의 수립·지도감독이 필요하다. 둘째, 다중이용시설과 다중밀집장소에 관 한 내용을 규정하여 안전관리대책이 수립될 수 있도록 법적인 내용이 개정되어야 한다. 셋째, 차량돌진테러를 예방·대비하기 위하여 다중이용시설과 다중밀집장소에 볼라드 설치 방안 등을 위한 안전관리시설물의 최저기준과 관련된 구체적인 내용을 검토하는 등 위기 관리 대응을 위한 최신장비의 인증·도입에 관련된 법·제도적인 규정내용이 마련되어져 야 한다. 테러를 효과적으로 예방하기 위해서는 테러의 주체, 객체, 수단의 동향을 분석하여 현실 에 알맞은 예방책을 강구하는 방안이 필요하며 조직적인 대응뿐만 아니라 정책적인 대응 도 함께 이루어져야 한다. 테러의 동향을 맞춰가는 데는 현실적으로 어려운 점이 있기에 다중이용시설 테러예방과 위기관리 대응방안을 연구하고 새로운 테러의 위협과 대상에 대 한 대응방안이 전반적으로 모색되어져야 한다.
