This study examines inclusion policies for open communities and explores some of the philosophical reflections on them. To make the discussion concrete, we use Chinese ethnic minority communities as basis. We hope the research induces reflections on the meaning of open communities in ethnic minority societies, how inclusion policies should be implemented, what hospitality means, how minority and major groups should be harmonized, and how to more intelligently solve the problem of “reality” in which opposing positions of affirmation and denial coexist. The study entitled “Analyzing the Current Status of Communities” investigates the current status of communities in Yunnan Province’s Shilin Autonomous Prefecture. It examines the contradictory effects and conflicting positions that have resulted from the pursuit of open community and inclusive policies. It then compares these issues across time and space, and uncovers their underlying causes. In doing so, it demonstrates that the outcomes and impacts of inclusive policies for open communities depend on how political power and authority are acquired and exercised. “Theoretical Endeavors for Open Communities” explores the debates on open communities and inclusive policies. It examines Western and Chinese thoughts on theories supporting open communities and open policies, as well as contemporary Chinese politics. “Practices in Concrete Matters” builds on the preceding discussion to propose four policy contents that an inclusive policy for open communities should embrace. First, a policy oriented toward improving quality of lives. Second, education policies that aim to raise the prevailing standards and quality. Third, a shared and expanded sense of connectedness. Fourth, acknowledgment of the historical facts that open communities and inclusive policies entail.

본 논문에서는 열린 공동체를 위한 포용 정책의 탐구와 이에 대한 성찰을 시도한다. 구체적인 논의를 위해 중국 소수민족 사회를 기초로 연구한다. 연구를 통해 소수민족 사회에서 열린 공동체는 어떤 의미로 존재하고, 포용 정책은 어떻게 진행되어야 하는지, 환대는 어떠한 의미를 갖는지, 그 속에서 소수와 다수는 어떻게 조화를 이루어야 할지, 긍정과 부정의 상반된 입장이 공존하는 ‘현실’의 문제를 보다 슬기롭게 해결할 방법에 대하여 성찰한다. ‘공동체의 현황 분석’에서는 운남 석림이족 자치현을 중심으로 공동체의 현황을 분석한다. 열린 공동체, 포용 정책을 추구하는 상황에서 그 실천이 만든 상반된 효과, 대립된 결과와 입장을 탐구한다. 이어서 이러한 문제를 시간과 공간을 확장하여 비교하며, 근본적인 문제를 생각해 본다. 이를 통해 열린 공동체를 위한 포용정책은 힘이 어디에 있느냐에 따라 영향과 결과가 달라짐을 확인한다. ‘열린 공동체를 위한 이론적 노력’에서는 열린 공동체와 포용 정책을 향한 이론적 논의를 고찰한다. 중국 사상 및 중국 현대 정치를 비롯하여, 서양에서 논의되는 열린 공동체와 개방 정책을 지지하는 이론을 고찰한다. 다양한 이론의 충돌, 이론과 실천, 이상과 현실의 간극 속에 그 한계를 성찰한다. ‘구체적 사안에서의 실천’에서는 앞의 논의를 기초로 열린 공동체를 위한 포용 정책이 담아야할 네 가지를 제안한다. 첫째, 삶의 질 개선을 위한 방향으로의 정책. 둘째, 한 단계 높은 차원을 생각키 위한 교육 정책. 셋째, 연결되어 있다는 인식의 공유와 확대. 넷째, 역사적으로 열린 공동체와 포용 정책이 수반한 긍정적 효과의 인정이다.
