Through the complete revision of the Local Autonomy Act, which took place in 32 years, it was possible to have policy support experts in the local council, which has been the long-cherished desire of the local council. The introduction of policy support professionals is expected to greatly contribute to the improvement of the expertise of local councils by professionally supporting the parliamentary activities of local council members. However, the office organization of local councils in Korea is very poor in terms of organization and quota, and policy support professionals are not assigned to separate departments or teams, but are placed in the expert committee room, and the performance evaluation criteria for evaluating general term officials are applied. Policy support professionals hired by small local councils are likely to not be able to concentrate on supporting professional parliamentary activities that meet the purpose of introducing the policy support professional system by combining existing general administrative tasks. In addition, the placement of policy support professionals to the office of the professional committee room may lead to the typical operation of the standing committee review report on the bill proposed by local council members. It is also not desirable to conduct a relative performance evaluation on policy support professionals who support the parliamentary activities of mutually horizontal and independent local council members. Therefore, in order to realize the principles of national sovereignty and democracy through local autonomy, it is necessary to further expand the parliamentary secretariat and improve the expertise of local councils so that the principles of practical checks and balances can work. Through this, it was proposed that policy support professionals be assigned to and operated in independent departments or teams, and that the performance evaluation of policy support professionals be conducted according to their own separate criteria.

32년 만에 이루어진 지방자치법 전부개정을 통해서 지방의회의 오랜 숙원이였던 정책지원 전 문인력을 지방의회에 둘 수 있게 되었다. 정책지원 전문인력의 도입은 지방의회 의원들의 의정활 동을 전문적으로 지원함으로써 지방의회의 전문성 향상에 크게 기여할 것으로 기대되고 있다. 하 지만, 우리나라 지방의회의 사무기구는 조직과 정원 측면에서 매우 열악하며, 정책지원 전문인력 을 별도의 부서나 팀에 배치하지 않고 전문위원실에 배치하여, 일반 임기제공무원을 평가하는 성 과평가 기준을 그대로 적용하고 있다. 규모가 작은 지방의회에 채용된 정책지원 전문인력은 기존 일반행정 업무를 병행함으로써 정책지원 전문인력 제도의 도입 취지에 부합하는 전문적인 의정활 동 지원 업무에 전념하지 못할 가능성이 크다. 또한 정책지원 전문인력을 전문위원실에 배치하는 것은 의원발의 의안의 상임위원회 검토보고를 형식적으로 운영하게 만들 우려가 있다. 상호 수평 적이고 독립적인 의원들의 의정활동을 지원하는 정책지원 전문인력에 대해서 상대적인 성과평가 를 실시하는 것도 바람직하지 않다. 따라서 지방자치를 통해 국민주권과 민주주의 원리를 구현하 기 위해서는 실질적인 견제와 균형의 원리가 작동할 수 있도록 의회 사무기구를 보다 확대하고, 지방의회 전문성 향상을 위해 노력해야 할 것이다. 이를 통해 정책지원 전문인력을 독립된 부서 나 팀에 배치하여 운영하고, 정책지원 전문인력의 성과평가는 자체적인 별도의 기준에 의해서 할 것을 제안하였다.
