Discussion on the introduction of the autonomous police system in Korea was implemented in earnest from July 2021 after numerous conflicts and debates after liberation. About two years have passed since the introduction of the autonomous police system, but I have doubts about the perspective and criteria for evaluating the current system. In terms of time when local autonomy was implemented, people have high expectations for not only the introduction of the system but also the quality improvement of public security services, as it has been discussed and conflicted over the autonomous police system as a long-cherished project. In addition, for the correct settlement of the autonomous police system, standards and methods are needed to check how efficiently public security services and various tasks are being implemented. Efforts are currently being made to measure the performance of police organizations, but there are various limitations such as unit project-centered, quantity-centered, and undisclosed results. Therefore, in order to develop a model that can measure the performance of public safety services, this study selected two expert panelists, police administration majors and police officers, to study the content validity verification for the development of the performance management model of the autonomous police system and the composition of the measurement index. A series of Delphi surveys and questionnaires were conducted, and analysis was conducted using SPSS win 24.0 and A-mos 21.0 statistical packages to identify the suitability of the performance management model for the autonomous police system. The results of this study are as follows. First, the police officer is a performance management model of the autonomous police system. Performance goal management is a safe community and quality of life for residents, community leadership management is a police officer's integrity and truthful leadership, and mutual trust management is trust and communication among members. appeared in Second, police officers are a performance management model for the autonomous police system. Local community environment management improves awareness of police stations and police officers. Organizational culture improvement appeared from the process point of view. 우리나라의자치경찰제도입논의는해방이후수많은갈등과논쟁을거쳐2021년7월 부터 본격적으로 시행되었다. 자치경찰제가 도입된 지 약 2년의 시간이 다가오고 있지 만, 평가를 위한 관점과 기준에 대한 의구심이 든다. 지방자치를 실시한 시간적 측면에 서 보면, 오랜 숙원사업인 자치경찰제에 대한 논의와 갈등과정을 거쳐 왔기에 국민은 제도 도입뿐만 아니라 치안 서비스의 질적 향상에 대한 기대감이 높다. 또한 자치경찰 제의 바른 정착을 위해 치안 서비스와 각종 경찰업무가 얼마나 효율적으로 시행되고 있는지를 확인할 수있는 기준과 방법들이필요하다. 경찰조직을 대상으로성과를측정 하려는 노력은 이루어지고 있지만, 단위사업, 수량 중심의 평가와 결과에대한 정보 접 근의 제한과 어려움이 있다. 따라서 본 연구는 치안 서비스의 성과를 측정할 수 있는 모형개발을 위해 자치경찰제 성과관리모형 개발과 측정지표를구성하기 위한 내용타당 도 검증을 연구하고자 경찰행정학 연구학자와 경찰공무원을 전문가 패널로 선정하여 두 차례에 걸친 델파이 조사및 설문조사를실시하고, 자치경찰제 성과관리모형의적합 도를 규명하기 위해 SPSS win 24.0과 A-mos 21.0 통계 패키지를 활용하여 분석하였다. 본 연구의 결과는 다음과 같다. 첫째, 투입관점에서 성과목표 관리는 안전한 지역사회와 주민 삶의 질적 향상을, 지역사회 리더십 관리는 경찰의 청렴성과 진실리더십을, 상호신뢰 관리는 구성원 간의 믿음과 소통이 중요한 지표로 나타났다. 둘째, 과정관점 에서 지역사회 환경관리는 경찰관서와 경찰에 대한 인식개선을, 사회통합 관리에서는 경찰 서비스 제고를 위한 주민과 경찰의 협업을, 조직변화 관리에서는 조직 내 갈등관 리와 조직문화 개선이 중요한 지표로 나타났다. 셋째, 산출 및 결과관점에서 서비스품 질 관리는 경찰관의 품위와 시민의 접근성 용이성을, 평가관리는 직원에 대한 공정한 근무 평가를, 그리고 지역사회 책임성 관리는 지역 경찰로서 역할과 민관 협업이 중요 한 지표로 나타났다.
