The objective of this study was to assess the current utilization and challenges associated with National Competency Standards-based training standards, as well as to develop targeted improvement strategies. To accomplish this, a comprehensive survey was conducted among training institutions, with a total of 309 respondents participating. The survey encompassed aspects such as national job competency training standards, training course organization, and the development and operation of training courses. Based on the gathered data, several key improvement plans were formulated. These included the systematization of post-training standards for national job competency, the need for a process to enhance the flexibility and validity of training standards during application, a request for a comprehensive review of the content within competency units, the provision of guidelines for organizing training courses tailored to specific job categories to boost the application rate, and plans to reform training costs. These measures aim to address the identified issues and advance the overall effectiveness of the training standards.

우리나라의 높은 고등교육 이수율에 반해 학교교육이 실제 산업현장의 수요를 반영하지 못하여 추가적 인 교육비용이 발생하며, 학교교육만으로는 급변하는 경제사회적 환경변화에 따른 직무수행 능력을 갖춘 인력을 양성하기 어렵다. 이와 같은 학교교육과정과 노동시장의 괴리를 해소하기 위해 교육부와 고용노동 부에서는 국가직무능력표준(NCS, National Competency Standards)를 개발하여 산업현장에서 직무를 수행하기 위해 요구되는 지식·기술·소양 등의 내용을 산업 부문별·수준별로 체계화하였다. 개발된 NCS는 직업능력개발훈련, 직업훈련 집체(통합)훈련심사, 직업교육, 자격, 기업분야 등 다양한 분야에서 활용되고 있다. 하지만, NCS 기반 훈련기준을 활용함에 있어 여러 가지 문제점이 나타나고 있다. 본 연구 에서는 NCS기반 훈련기준 활용실태 및 문제점을 파악하기 위해서 훈련기관을 대상으로 설문조사를 실시 하였다. NCS 훈련기준, NCS기반 훈련과정 편성, NCS 훈련과정 개발과 운영 측면으로 나누어 훈련기준 의 필요성, 문제점, 편성 현황 및 어려움, 직업기초능력의 운영 현황, 훈련과정 개발과 운영의 개선점 등 을 파악하였다. 이를 토대로 NCS 훈련기준의 내용을 체계화, 적용 시 유연성과 내용의 타당도를 높이는 과정의 필요, 능력단위 내용에 대한 전면적인 검토의 요청, NCS 적용 비율에 관한 직종별 훈련과정 편성 가이드 제공과 훈련비 개편 방안 등을 개선 방안으로 도출하였다.
