The purpose of this study was to analyze the operational performance of an employment policy with a focus on the shipbuilding industry in Ulsan and to present improvement measures as the designated employment crisis area is terminated. Therefore, this study confirmed the operational performance by dividing it into employment stability, vocational competency development, and career and employment service according to the guidelines presented by the Ministry of Employment and Labor and the support system for the Ulsan Shipbuilding Industry Support Center. In addition, to analyze the impact of the employment policy in an employment crisis area on the Ulsan shipbuilding industry labor market, the number of employment insurance-insured persons, the number of workplaces covered by employment insurance, the effective opening ratio, and the status of workers position as performance indicators. As a result of the analysis, it was confirmed that there was a serious crisis situation from 2016 to 2017. In addition, it was found that some indicators still did not recover even though four extensions were made. Measures to improve the employment crisis area support system were proposed based on the results of this study.

본 연구의 목적은 고용위기지역 지정이 종료됨에 따라 울산지역 조선업을 중심으로 지원제도 운영 성 과를 분석하고 개선 방안을 제시하는 것이다. 이에 본 연구는 고용노동부에서 제시한 가이드라인과 울산 조선업 희망센터 지원 제도를 참고하여 고용안정, 직업능력개발, 종합취업지원의 운영성과를 확인하였다. 이후 고용위기지역 지원제도가 울산지역 조선업 노동시장에 미친 영향을 살펴보기 위해 성과지표로 고용 보험 피보험자 수, 고용보험 적용 사업장 수, 유효구인배율, 종사자 지위 변화를 분석하였다. 분석 결과, 울산지역 조선업은 고용위기지역 지정 이전 시점인 2016년부터 2017년까지 심각한 위기 상황이었음을 확인하였다. 이러한 결과는 고용위기지역 지정 시점은 어느 정도 진정 국면에 접어든 시기였음을 의미한 다. 또한 고용위기 발생에 따른 노동시장 회복은 상당한 시간이 소요되는 것으로 나타났으며 네 차례 연 장이 이루어졌음에도 여전히 위기 발생 전 수준을 회복하지 못한 지표도 존재하였다. 본 연구 결과를 바 탕으로 고용위기지역 지원제도의 개선 방안을 제시하였다.
